The yard waste notification (YWN), owned and operated by the North Carolina Zoological Park, is no longer in operation. 2. It was located prior to entering the North Carolina Zoological Park, via gravel service road, on the right. 3. Mr. Stancil stated that as of December 3, 2016 all the material had been removed from the YWN. 4. Mr. Stancil stated that the NC Zoo will not operate the YWN in the future and that the area will be converted to a parking lot/overflow parking. 5. No material was observed on site. Mr. Adams stated that the compost created was used at the NC Zoo. 6. Mr. Adams stated that the YWN did not receive leaves for the 2016 – 2017 leaf collection season. 7. Compost windrow temperature data was verified for leaves received during the 2015 – 2016 leaf collection season. 8. The temperature data for the windrows (WR-1, WR-2, WR-3, and WR-4) demonstrates that they met the required 3 days at > 131°F in November and December 2015 and April and May 2016. 9. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
