STATUS OF PAST NOTED VIOLATIONS:
On August 12, 2016, Mr. Turner informed Connie Wylie and Chester Cobb that he had discharged three loads of
septage onto the ground surface on property owned by Southern Diversified Timber LLC (PIN 0164.00-25-6895.000)
off Buck Ridge Drive in Columbus County. The three discharges of septage onto the property owned by Southern
Diversified Timber LLC which was not a permitted septage disposal site were violations of N.C.G.S. 130A-291.1(d).
On August 31, 2016, I met with Mr. Turner at the site to check on the removal of the septage and contaminated material
(vegetation and soil). It was noted that more cleanup was needed.
All septage and contaminated material has been removed from the site. Mr. Turner gave me copies of the
disposal tickets from Sampson County Disposal where the septage and contaminated material was disposed of.
The requested truck logs have been submitted. Also, Mr. Turner has emailed me his response to the Noticed of
Violation issued on August 22, 2016.

ADDITIONAL COMMENTS
1. Inspection conducted to see if the cleanup of the three septage discharges had been completed. The wetland
area was submerged in water. See picture below. Mr. Turner said that they had received around 7 inches of
rain from Tropical Storm Hermine (Friday, September 2) and more rain recently.

2. On September 8, 2016, Mr. Turner emailed me several pictures that he took of the cleanup. I have included two
of the pictures below.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that p ursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

3. Mr. Turner gave me copies of the disposal tickets documenting the disposal of “soil mixed with septage from
spill” at Sampson County Disposal. One ticket was for the 7.05-ton load taken to the landfill on August 30,
2016. The other ticket was for a 3.75-ton load taken to the landfill on September 9, 2016. Mr. Turner also gave
me an updated WWTP Authorization for the Town of Clarkton.
4. I reviewed with Mr. Turner some discrepancies between the truck logs that he submitted and disposal dates that
Connie Wylie received from the operator of the Town of Chadbourn WWTP. Mr. Turner said that he went by
information (text) that he had put in his cell phone. Mr. Turner said that he still had the disposal tickets and
would go back and review them. Any corrections to the logs that he had submitted should be made on a copy of
the logs that he submitted.
5. On September 14, 2016, I asked Mr. Turner via email if he had spread any hydrated lime over the septage
discharged area. On September 15, 2016, Mr. Turner responded to my email and said that he had “put down
lime.”
