STATUS OF PAST NOTED VIOLATIONS:
On August 12, 2016, Mr. Turner informed Connie Wylie and Chester Cobb that he had discharged three loads of
septage onto the ground surface on property owned by Southern Diversified Timber LLC (PIN 0164.00-25-6895.000)
off Buck Ridge Drive in Columbus County. The three discharges of septage onto the property owned by Southern
Diversified Timber LLC which was not a permitted septage disposal site were violations of N.C.G.S. 130A-291.1(d).
N.C.G.S. 130A-291.1(d) states “Septage shall be treated and disposed only at a wastewater system that has been
approved by the Department under rules adopted by the Commission or by the Environmental Management
Commission or at a site that is permitted by the Department under this section. A permit shall be issued only if
the site satisfies all of the requirements of the rules adopted by the Commission.”
Removal of the septage and contaminated material (vegetation and soil) has begun. Some more cleanup is needed. See
comments in the Additional Comments Section.

ADDITIONAL COMMENTS
1. Inspection conducted to check on the progress of the cleanup of the three septage discharges. With the cleanup
work completed so far, I was able to observe how far the septage had flowed from the discharges. It appeared
that septage had flowed and collected within a wetland area. See pictures below.
2. More cleanup is needed to remove the septage that collected in the wetland area. Septage solids that had
collected in the wetland area had dried and now from a crust on the ground surface. A slight septage odor was
noticed periodically within the area. I showed Mr. Turner the area where the septage had ponded as evident by
the crusting of the solids. No liquid or water observed within or bordering the identified area.
3. The septage solids within the wetland area need to be removed. I recommended raking the solids up so as to not
disturb the vegetation present. Once the solids have been raked up, then lightly spread hydrated lime over the
area.
4. I mapped the area with a Trimble Geo Explorer and took pictures.
5. Mr. Turner said that it took some time to get approval to take the waste to the Sampson County Landfill and to
coordinate the cleanup. He said that he got the ok from the landfill on Wednesday (August 24th) and the
company doing the cleanup came out on Monday (August 29th). Mr. Turner further said that one dump truck
load had been taken to the landfill and the he would fax me the disposal ticket. I received a faxed copy of the
disposal ticket on September 1, 2016.
6. I reviewed with Mr. Turner the corrective actions listed within the Noticed of Violation issued to S & S Septic
Tank Pumping on August 22, 2016. I have received a copy of the truck logs from January 1, 2016 through
August 10th. I have also received the discharge authorizations to the Town of Chadbourn WWTP, expired June
30th, and the Town of Clarkton WWTP, expired August 2016.
7. Mr. Turner handed me the updated discharge authorization to the Town of Chadbourn WWTP which is valid
through December 31, 2016.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
