Partial Facility Compliance Inspection to observe corrective measures taken in response to FCIR
6902_INSP_20170112
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a closed MSW Landfill, Recycling Collection Site, and Temporary Disaster Debris
Management Site.
2) The site is secured by a gate at the Highway 306 entrance. This gate and access road is shared with the
Coastal Environmental Partnership Pamlico County Transfer Station, which is located on the adjacent
property. The gate was open upon my arrival and Facility personnel were on-site at the Landfill and the
Recycling Center during this Facility Compliance Inspection.

3) The Facility access road is of all-weather construction and is being well maintained at this time.
4) Electronics are collected and maintained on a concrete pad adjacent to the maintenance shop. The electronics
collection area was reviewed during this Facility Compliance Inspection. This area is well maintained at this
time. *The recyclable electronics noted in the previous Facility Compliance Inspection Report (see FCIR
6902_INSP_20170112) as needing to be placed on pallets, shrink-wrapped, and maintained in an orderly
manner on the concrete pad have been removed from the Facility and transported to an Electronics
Management Facility for recycling.
5) Soil has been stockpiled in an area adjacent to the landfill for use in maintenance and repair.
6) A cover-crop of native warm season grasses has been established and overall is well maintained throughout
the landfill.
7) The cover crop is mowed throughout the year as needed.
8) The areas of sparse cover were noted in the previous Facility Compliance Inspection Report (see FCIR
6902_INSP_20170112) as being observed along the northern sideslope of the top lift have been filled, graded,
seeded and mulched. *Please continue to monitor these areas to ensure a cover crop suitable to prevent
erosion of your landfill cap system is established and maintained as required.

9) An area of differential settlement on the top lift of the landfill has been filled, graded, and seeded. *Please
continue to monitor these areas to ensure a cover crop suitable to prevent erosion of your landfill cap system
is established and maintained as required.
10) Scrap concrete, concrete block, and brick are staged on-site in an area adjacent to the landfill for future
grinding/crushing and re-use. *Please note that the State rules regarding recovered materials state that for a
material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or
re-used within twelve months of staging at the site. If the required volume of materials is not re-used within
twelve months, then the materials must be properly disposed at a Facility permitted to receive such wastes.
11) Overall, this Facility is well maintained and no violations were observed during this Facility Compliance
Inspection.
12) *Corrective measures are required as a result of this Facility Compliance Inspection.
