Dear Mr. Hart: 
On November 19, 2012, DENR North Carolina Brownfields Program received a Soil Management 
Plan for Phase I development for the above referenced brownfields site.  This plan is approved with the 
following conditions: 

• Section 4.1 the soil excavated on the site must be moved directly to the Cherokee Southline 
Brownfields Site without being taken on any roads (i.e., moved directly over the adjacent 
boundary of the property);    
• Section 4.2.1 DENR must be notified within 24 hours of unusual conditions;  
• Section 4.2.7 DENR must be notified of placement of soil and plat map updated as needed;  
• Section 5.0 Sample collection, when collecting samples allow a minimum of 4 feet between 
sampling points;  and 
• Section 5.0 metal analyses should include: arsenic, cadmium, chromium, hexavalent chromium, 
lead, mercury, nickel, selenium, and thallium.
