BOULEVARD KINSTON, LENOIR COUNTY, NORTH CAROLINA MID-ATLANTIC JOB NUMBER: 000R2611.00 BROWNFIELDS PROJECT NUMBER 20013-16-054 Dear Mr. Kady: Mid-Atlantic Associates, Inc. (Mid-Atlantic) appreciates the opportunity to submit this revised proposed work plan for additional assessment activities at the Kinston Shirt Factory site in Kinston, North Carolina. The purposes of these activities are to provide the safe redevelopment of the site and to ensure materials generated at the site are handled properly. PROJECT INFORMATION The City of Kinston (Kinston) owns 14 parcels of land that make up the Kinston Shirt Factory redevelopment site. Kinston applied for entry into the North Carolina Department of Environmental Quality (NCDEQ), Division of Environmental Management (DWM), Brownfields Program (NCBP) and received a Letter of Eligibility dated March 1, 2016. During a December 15, 2016 meeting and subsequent follow up telephone conversations, it was agreed that some additional data was necessary for completion of the brownfields process. WORKPLAN ASSUMPTIONS We have made the following assumptions in preparing the scope of work for this work plan.  Although Kinston owns the parcels, their plan is to actively market the sites for sale. As such redevelopment plans have not been developed.  The known sources for potential soil contamination at the site have been investigated. Proposed Work Plan Rev. 2 – Kinston Shirt Factory March 2, 2017 Kinston, North Carolina Page 2 NCBP Project Number 20013-16-054  Kinston anticipates a potential user will conduct a “ground-up” development (i.e. very little net export of soil). Additional surficial soil sampling that may be necessary at the site will be addressed in the forthcoming environmental management plan (EMP). PROPOSED SCOPE OF SERVICES Mid-Atlantic proposed to collect a groundwater sample from temporary monitoring wells installed on parcels A, C, G, L/M, and N. The locations of the proposed temporary monitoring wells are shown on the attached Site Map. Groundwater samples collected from these wells will be analyzed for volatile organic compounds (VOCs) by EPA Method 8260B. Groundwater samples collected from parcels A and G will also be analyzed by EPA Method 8270B. Mid-Atlantic also proposes to collect one sub-slab soil gas sample at the site in general accordance with the DWM’s, Vapor Intrusion Guidance (April 2014). The sample will be collected beneath the slab of the city-owned structure located on parcel J. The sample location for the sub-slab soil gas sample is included on the attached Site Map. The sample will be collected through a temporary vapor pin installed in the concrete floor slab. The sample will be drawn into a vacuumized Summa canister and sent to the laboratory for VOC analysis for the TO-15 compendium. Upon receipt of laboratory results, Mid-Atlantic will provide a brief report which will include a sample location map, tabulated analytical data, laboratory analytical reports, a description of field activities and our findings, risk calculations (if necessary), conclusions and recommendations.
