ADDITIONAL COMMENTS
On February 24, 2017, John Patrone met with Mike Spencer and Randall Lee to conduct a comprehensive inspection of
the City of High Point, Ingleside - Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point, Guilford
County.
1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility.
2. The facility produces compost from leaves and grass clippings, leaf mulch, and wood mulch from high carbon to
nitrogen ratio material.
3. The facility creates engineered soil. Incinerator ash from the City of High Point East Side Wastewater Treatment
Plant (WWTP) is accepted for use in the engineered soils mix.
4. The facility permit, site plan, and operations plan were discussed.
5. The facility is in operation Monday through Friday 8:00 am to 4:00 pm and Saturday 9:00 am to 1:00 pm.
6. The facility receives yard waste from the City of High Point collection operations and from businesses and
residents.
7. The City of High Point collects leaves annually from about November through January.
8. Material is generally received from Guilford County although it is also accepted from Davidson, Forsyth, and
Randolph Counties.
9. The compost and mulch produced is sold to the general public, landscape companies, builders, etc. and used for
City projects.
10. The front portion of the facility is used to store screened compost, mulch, and engineered soil.
11. The middle portion of the facility is used to grind leaves and mulch, and screen compost. It is also used for yard
waste storage, bulk leaf storage and active composting and compost curing.
12. The rear portion of the facility is used to store incinerator ash and leaf mulch.
13. Leaves are ground upon receipt.
14. Active compost windrows are maintained for ~ 5 months and cured for an additional 1 – 3 months.
15. Leaves remaining on site and those received from the recent leaf collection season are stockpiled until early spring
and incorporated into windrows as grass clippings arrive.
16. Grass clippings are generally received at the facility from March through October.
17. The facility maintains leaf windrow temperature records. Temperature records were verified for July through
October 2016. Records indicate temperatures maintained at or above 55 degrees Celsius/131 degrees Fahrenheit
for three days. Mr. Lee stated that the leaf piles are aerated to maintain elevated temperatures.
18. The facility maintains leaf mulch temperature records. Temperature records were verified for March through
October 2016. Records indicate temperatures maintained at or above 55 degrees Celsius/131 degrees Fahrenheit
for three days.
19. The facility has two temperature probes. The temperature probes were calibrated on February 11, 2016.
20. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services in
October 2015.
21. A vehicle scale test was conducted by J.A. King and Company, LLC on June 21, 2016.
22. The facility maintains records of the quantity, type, and source of material received for processing. The amount
of material received from February 2016 through February 2017 (to date) is 15,623.297 tons
23. The facility maintains records of the quantity and type of material sold or removed. The amount of material sold
or removed from February 2016 through February 2017 (to date) is 18,860.38 tons.
24. Mr. Lee stated that there is currently about 3,500 tons of material on site.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

25. The facility received 866.93 tons of incinerator ash within the last year. The incinerator ash was tested (for the
WWTP) by Meritech, Inc. Environmental Laboratories on August 19, 2016 and January 17, 2017. Analysis
verifies metals below the ceiling concentration levels.
26. The facility annual report (FAR) dated July 22, 2016 was received by the SWS. Material received for July 2015
through June 2016 is 13,553.93 tons. The amount of compost, mulch, and topsoil created is 11,672.07 tons, the
amount sold is 11,222.07 tons, and the amount stockpiled is 450 tons.
27. The facility does not use odor control spray or fly spray.
28. There was no odor detected at the facility boundary.
29. The facility appeared to be graded appropriately to ensure positive stormwater drainage.
30. The facility has two tub grinders and a screener.
31. The City of High Point Fire Department can be contacted to address an emergency at the facility.
32. The facility is secured by a metal gate with lock. Personnel are on site during operating hours.
33. Access roads are of all-weather construction.
34. The facility has proper signage.
35. The facility is also a conditionally approved temporary disaster debris staging site (TDDSS, DS41-001). Disaster
debris shall be managed within the parameters of the facility permit.
36. The PTO expiration date is June 8, 2017.
37. Mr. Spencer stated that the PTO renewal application will be sent to the SWS within the next few days.
