The facility serves as the MSW transfer station and as the HHW collection facility for the City of Eden. 2. The facility also serves as a drop-off site for residential recyclable materials, including cardboard, paper, used motor oil and oil filters, used cooking oil, plastic bags, aluminum cans and steel cans, plastic containers and electronics. 3. Initial transfer operations began at the site in 1984; initial HHW operations began in 1996. 4. The transfer station operates from 7 a to 3 pm, Monday through Friday. The recycling and HHW drop-off center is open to the public from 9 am to 6 pm on Tuesday, Thursday, Saturday and Sunday. 5. An attendant is on duty when the facility is open to the public. 6. An average of 470 tons of MSW is accepted at the facility each month from two City of Eden garbage collection vehicles that service ~6,000 residences. Tonnage records indicate a total of 3,274 tons of MSW had been received at the facility from July 1, 2016 through January 31, 2017. 7. The current facility Permit to Operate and Operation Plan were available in the transfer station office for review. 8. Training records were reviewed and the following facility staff were found to have current Transfer Station Operations Specialist certifications: Rodney Carter – expires 7/15/2018; Ivan Cabiness – expires 11/3/2019; and Elmer Curry – expires 4/14/2018. 9. A review of waste screening records from 4/1/16 to date indicated that random load screening is taking place weekly. All notations about unacceptable wastes found included the disposition of that waste. 10. The leachate collection system in the tipping area is designed to direct all leachate into a holding tank which drains directly into the public sewer line. The holding tank is pumped out to remove solids as needed. This portion of the leachate collection system appeared to be functioning. 11. Below the hopper, where waste is compacted into transfer trailers at ground level, asphalt berms direct leachate into a series of drains which also empty directly into the public sewer line. This portion of the leachate collection system was under repair at the time of the inspection. A portion of one asphalt berm that directs leachate into the drain had broken. The old asphalt had been removed and the area ready for the new asphalt to be applied. Following the inspection, Mr. Carter submitted a photo of the completed repairs. 12. Waste is received at the facility from City of Eden trucks that dump directly into the hopper; from the hopper, waste is compacted into transfer trailers and hauled to the Rockingham County MSWLF for disposal. 13. Each load of waste is screened by the transfer station operator as it is dumped into the hopper, and any banned materials are removed for proper disposal before waste is released into the compactor unit. 14. The transfer station building and tipping floor were observed to be clean and in good repair. 15. The loading bay held a partially filled transfer trailer that appeared to have no leaks. Other transfer trailers stored on the site were also inspected and found to be well maintained with no apparent leaks. 16. The facility is secured by means of a chain link fence that surrounds the site and entry and exit gates that are locked when the facility is not open to the public. 17. The facility, including the fence line, was observed to be clean, well-maintained and free from windblown litter. 18. Proper signage was observed at the entry gate. 19. The residential recycling convenience area had been upgraded to include a fenced walkway leading to transfer trailers where source separated materials are dropped off. In addition, a retaining wall had been built between this loading area and the facility fence. Mr. Carter stated that the wall had made a big difference in maintaining the integrity of the facility fence. The convenience area was clean and well maintained. However, some of the recyclable materials had fallen from the loading area and accumulated under the trailers. Ensure that debris is collected from this area and properly disposed of at the end of each operating day. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 20. The HHW collection area was clean and well-maintained at the time of this inspection. An attendant accepts and stores any HHW brought to the facility for disposal, and ensures that customers are residents of the city. 21. Household paints and painting supplies are accepted at the HHW collection area. Oil-based paints received at the site are processed and stored in drums in a unit with an overhead door that is locked when not in use, as stipulated in the operations plan. Water-based paints collected onsite are stored in containers that are intact to prevent leaking, and within the covered containment area located directly beside the oil-based paint storage trailer. At the time of the inspection, several cans of paints that had been dropped off were being examined for leaks and placed in the covered containment area for temporary storage. Mr. Carter stated that the 400-gallon limit was expected to be reached within the week, and that arrangements were underway to have the materials removed for disposal. The city contracts with Noble Oil for paint disposal. 22. Ensure that all paints collected and processed at the facility are removed from the facility at least every six months, or when 400 gallons of material is accumulated, whichever occurs first, as required by the Operations Plan (DIN 24245). 23. Mr. Carter and Mr. Dishmon explained that plans were underway to replace the compactor either this spring or in the next budget year, and that other facility improvements were expected to be approved as well.
