ADDITIONAL COMMENTS
On February 27, 2017, John Patrone met with Seth Heath, Catherine Hernandez, and Denise Slade to conduct a
comprehensive inspection of the WI Burnt Poplar Transfer, LLC – Burnt Poplar Transfer Station located on Burnt Poplar
Road in Greensboro, Guilford County.
1. The facility is a municipal solid waste (MSW) and construction and demolition debris (C&D) transfer station
with recyclable and recovered materials operations.
2. The facility is owned by Waste Industries USA, Inc.
3. Custom Ecology, Inc. (CEI) operates the transfer station and hauls MSW to the disposal facility.
4. The scale house is operated by Waste Industries USA, Inc. personnel.
5. The facility is open Monday through Saturday 6:00 am to 6:00 pm.
6. The facility permit, site plan, and operations plan were discussed.
7. The facility has constructed a transfer station building. Prior to construction, the site did not contain an enclosed
structure for the management of solid waste and ceased operation in May 2014.
8. The facility reopened and accepted solid waste on December 19, 2016.
9. The facility has obtained a certificate of occupancy and submitted it to the SWS – Permitting Branch.
10. Mr. Heath stated that the facility clientele is limited to Waste Industries USA, Inc. route trucks.
11. The facility is permitted to receive solid waste generated within Davidson, Forsyth, Guilford, and Randolph
Counties.
12. The facility transports solid waste for disposal at the Sampson County Disposal, LLC MSW Landfill (82-02) in
Roseboro, Sampson County.
13. The facility certified Transfer Station Operations Specialist is: Ronald Lee Settle, Jr., TS-2014061. Mr. Heath
stated that CEI will ensure a certified operator is on site during operating hours.
14. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services in
November 2016.
15. A vehicle scale test was conducted by AAA Scale Co. on November 3, 2016.
16. The facility maintains records of the amount of MSW received. Records were verified for December 19, 2016
through February 27, 2017 (time of inspection). The tonnage received is 12,396.51.
17. Mr. Heath stated that all material received is MSW (currently, C&D is not considered a separate waste stream).
The recyclable and recovered materials operations have not operated to date.
18. Mr. Heath stated that the facility receives 250 - 260 tons/day of solid waste.
19. The facility maintains records of the amount of MSW shipped out. Records were verified for December 19, 2016
through February 27, 2017 (time of inspection). The tonnage shipped out is 11,759.43.
20. If MSW and C&D are both off-loaded onto the tipping floor they shall be maintained separately unless being
transferred to a MSW landfill. If a physical barrier is not maintained between MSW and C&D, the tipping
floor/tipping floor area shall be cleaned prior to accepting C&D.
21. Prior to receiving recyclable and recovered materials solid waste shall be removed from the tipping floor and the
tipping floor cleaned.
22. The facility is required to conduct at least one waste screening per week but not less than 1% by weight of the
waste stream entering the facility based on the previous week’s total.
23. Waste screening reports were verified for December 29, 2016 through February 24, 2017.
24. During the inspection there were two full transfer trailers and five empty transfer trailers on site.
25. The transfer trailers appeared to be in good condition. It is suggested that the outside of the transfer trailers be
cleaned when grime is easily noticeable.
26. Mr. Heath stated that the facility receives 50 – 60 transfer trailers a day and ships-out ~ 12.
27. Ensure windblown material is collected by the end of each workday.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

28. Leachate from the tipping floor is designed to drain through three rectangular holes in the rear push wall. The
design allows leachate to drop into the load out bay and flow into the [load out bay] drains. Ensure the leachate
drain holes in the push wall are maintained such that leachate freely flows into the load out bay.
29. The four leachate drains located in the loadout bay appeared functional.
30. Leachate from the facility flows through two particulate collection tanks then into a settling tank. The leachate
settling tank discharges to the City of Greensboro sanitary sewer.
31. Mr. Heath stated that the leachate particulate settling tanks have not been pumped out to date.
32. Material shredding or grinding is not permissible at the facility.
33. Concrete crushing is permissible at the facility.
34. The local fire department can be contacted to address an emergency at the facility.
35. The facility has fire extinguishers located at the transfer station building.
36. The facility has all-weather access roads.
37. The facility is secured by a locked gate.
38. The facility has proper signage.
