HomeMy WebLinkAboutSouthside East - Site Reconnaissance 07-12-12Memorandum Date: July 13, 2012 To: Karl Schlachter, McCormack Baron Salazar Randy Rhoads, McCormack Baron Salazar Rich Lesser, Slosky & Company From: Mike Fulkerson, URS Subject: Site Reconnaissance, Southside East Redevelopment On Monday July 2, 2012, URS performed a site reconnaissance of the area around the Southside East redevelopment to search for potential clothes dry-cleaning operations in the vicinity. Mr. Kevin Arnold of the URS Morrisville office performed the site visit. Based on the area map contained in the June 25, 2012 Work Authorization #3 from Karl Schlachter, and this amended scope from Rich Lesser, Slosky & Company, to Mike Fulkerson of URS, which is summarized below, 1. Drive areas marked on map (attached) for Laundromats or dry cleaners. 2. Drive any other areas or main transportation routes to the Site. 3. Drive any other areas in the immediate neighborhood that support retail. 4. Photodocument retail establishments supporting dry cleaners or laundromats. 5. Specifically visit: A. Weaver's Cleaners at 1212 Fayetteville Street, about 870 feet straight-line southeast of the southeast property corner B. Lee Cleaners at 1108 University Drive C. LPSC Cleaning at 208 Pekoe Avenue D. Service Master at 809 Ramseur Street (on the other side of Durham Freeway) 6. If dry cleaners or laundromats are observed, take pictures, note location(s) and specific address(es), record the name, and try to determine the following (enter the business to ascertain): A. is it a drop-off location? B. do they perform dry cleaning on premises? C. if it's just a drop-off location, do they perform any ancillary tasks? In response to this scope, URS visited six specific areas of known commercial activities as well as a general vicinity drive-by to attempt to determine area land use. As required, URS generated photo documentation, and if necessary entered the businesses to determine whether onsite dry-cleaning was occurring, or if the facility was solely a pick-up/drop-off point for off premises processing. Mr. Arnold noted that no dry-cleaning operations were viewed during the site drive-by and only one potential business was involved in clothes cleaning. The potential business was the “Clean Zone” laundromat observed facing south in the Phoenix Square shopping center, located south-southeast of Page 2 of 2 the site and adjacent to East Piedmont Avenue. Based on the reports of potential dry-cleaning operations, Mr. Arnold entered the facility and spoke with the current landowner. No evidence of onsite dry-cleaning operations were observed within the facility. The photographic log attached to this report indicated that no businesses in operation were observed by URS that are believed to operate as dry-cleaning operations. In addition, no other facilities are reported in state regulatory databases (as documented in our forthcoming Phase I ESA report) to be operating as dry-cleaners in the vicinity of the site.
