ADDITIONAL COMMENTS
The facility is a residential convenience collection and transfer facility for solid waste and residential recyclables. The
hours of operation for the facility are as follows: Monday-Friday, 8am-7pm; Saturday, 8am-6pm; Sunday, 1pm-6pm;
Holidays 8am-6pm. The facility is closed on New Year’s Day, Thanksgiving Day, and Christmas Day. Signs are installed
at the entrance and at the unloading area with all required information. The site is secured by a gate at the entrance when
not in operation.

1. The Permit to Construct/Operate was issued April 13, 2015. The permit shall expire on August 4, 2020. A
request for permit review must be submitted by February 4, 2020.

2. The majority of the waste is brought to the facility by residential customers from the Town of Cary to the
convenience boxes. The transfer station generates approximately 50 tons of waste per week. The majority of the
Town’s collection trucks are now directly hauling to the South Wake landfill (Permit #92-22). Sampson County
Landfill (Permit #82-01) serves as a contingent disposal facility.

3. The Operation of the facility is partially contracted through Waste Industries, Inc.

4. The certified personnel are as follows:
a. Sammie K. Chance, Transfer Station Operations Specialist, expires 11/1/2019
b. William J. Stewart, Transfer Station Operations Specialist, expires 2/26/2019

5. Waste screening is completed on each load by facility staff. Any prohibited items identified are pulled out and
the customer is informed of the proper disposal facility for the item. The facility does not accept scrap tires.

6. The tipping area for the transfer operations was neat and clean. Good job!

7. The facility contracts with American Greenz for collection and recycling of electronics. Electronics items are
stored in a small, enclosed trailer and approximately one trailer load per week is collected.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

8. A fire extinguisher is located at the compactor unit, one is located in the shop building, and one extinguisher is
located beside a convenience center compactor box. All fire extinguishers appear properly charged and
maintained.

9. Scrap metal and appliances are also collected at the facility. All appliances that contain or may have contained
CFCs are transferred to the South Wake County Multi-Material Recycling Facility collection site in Apex for
proper handling. Scrap metal and non-CFC white goods go directly to a local metal recycler.

10. Yard waste is collected from residential customers according to the Operations Plan. The vegetative debris is
loaded into a trailer and hauled to McGill Environmental (Permit #19-06) on a daily basis. Segregated leaves are
taken to Dean Brooks Farm (Permit #19-05). Approximately, 40 trucks (including residential size pick up trucks)
per week of yard waste are brought to the facility. Non-compostable bags should be removed from yard waste
area.

11. Windblown litter was observed during this inspection along the fence line at the entrance. At the conclusion of
each day of operation, all windblown material resulting from the operation shall be collected and returned to the
area.
