Dear Carolyn:
On behalf of the City of Charlotte, Hart & Hickman, PC (H&H) is submitting this report to
document soil assessment and construction actives conducted at the Alpha Mills Brownfields
Property located in Charlotte, Mecklenburg County, North Carolina (NC). A site location map is
included as Figure 1.
Based on a review of the Notice of Brownfields Property (NBP) finalized in 2005, the Alpha
Mills site was historically occupied by both textile manufacturers and later an engraver. The
northern portion of the Brownfields property (identified on Figure 2 as CATS Parcel ID 1127) is
now owned by the City of Charlotte. The remainder of the Brownfields property is identified as
CATS Parcel ID 1129. The NBP documents the presence of volatile organic compounds
(VOCs), semi-volatile organic compounds (SVOCs), and metals including chromium in both soil
and groundwater at the site.

1.0 Soil Assessment and Results
In 2014, H&H provided the NC Department of Environmental Quality (DEQ) Brownfields
Program notification that the Charlotte Area Transit System (CATS) would be initiating
construction activities associated with the LYNX Blue Line Extension (BLE) project. DEQ
requested additional information regarding the location of proposed activities in an email dated
April 9, 2014. Upon further discussion, DEQ requested that additional soil assessment be
conducted in the vicinity of the proposed construction activities because most historical sample
locations were located outside of the proposed construction activities. In June 2014, H&H
prepared a work plan for DEQ’s review. The work plan was subsequently approved and H&H
completed the additional assessment activities on July 7, 2014. A summary of the results were
provided to DEQ via email in September 2014. A summary of the soil assessment activities and
results is provided below.
1.1 Subsurface Utility Locating
Prior to advancing the soil borings, North Carolina One-Call (811) was contacted to locate public
utilities. Additionally, H&H contracted Probe Utility Locating, L.L.C., a private utility locator,
to identify the locations of potential private subsurface utilities in the vicinity of soil borings SB-
1 through SB-4. The locations of soil boring SB-1 through SB-4 are depicted on Figure 2. As an
additional precautionary measure, each boring was hand-cleared to a depth of 5 feet (ft) below
ground surface (bgs), with the exception of soil boring SB-1, to clear potential utilities prior to
advancing the borings. Soil boring SB-1 was hand-cleared to a depth of 2 ft bgs before refusal
was encountered.
1.2 Soil Sampling Methodology
H&H contracted Probe Technology, Inc. (PTI) to perform the subsurface drilling activities using
a Geoprobe® direct-push technology (DPT) drill rig. Continuous soil samples were collected

from the borings using a decontaminated stainless steel hand auger and macro-core samplers
lined with acetate sleeves. Soil boring SB-1 was advanced near a proposed 40’x15’ construction
bore pit. Due to steep terrain, the DPT drill rig could not access this area. A hand auger was
used to advance SB-1 until refusal at 2 ft bgs. The remaining three soil borings (SB-2, SB-3, and
SB-4) were advanced near the proposed underground stormwater pipe to a total depth of 20 ft
bgs or until refusal.
During boring advancement, recovered soil cores were described for lithologic purposes,
inspected for the presence of staining and odors, and field-screened for the presence of VOCs
with a calibrated photo-ionization detector (PID). Boring logs with lithologic descriptions and
field screening results are included in Appendix A. Based upon the field screening results, H&H
collected one soil sample from the unsaturated zone and one soil sample from the saturated zone
in each of the four soil borings for laboratory analysis. The soil samples were placed into
laboratory-supplied containers, which were then sealed, labeled, placed into laboratory-supplied
sample coolers, and covered with ice. The samples were delivered under standard chain-of-
custody protocols to Prism Laboratories of Charlotte, NC for analysis of VOCs by
Environmental Protection Agency (EPA) Method 8260, SVOCs by EPA Method 8270, total
petroleum hydrocarbons diesel range organics (TPH-DRO) by EPA Method 8015M, hazardous
substance list (HSL) metals by EPA Method 6010 and 7471, and hexavalent chromium by EPA
Method 7196A.
1.3 Soil Sample Results
The analytical results did not indicate VOCs in the soil samples at concentrations above
laboratory reporting limits. The analytical laboratory report documenting the soil analyses is
included as Appendix B. A summary of the analytical results is provided in Table 1.
The analytical results indicated DRO above the TPH Action Level of 10 milligrams per kilogram
(mg/kg). DRO was detected at concentrations of 17 mg/kg and 27 mg/kg, respectively, in the

unsaturated (0 to 1 ft bgs) and saturated (1-2 ft bgs) soil samples collected from soil boring SB-1
(Table 1). The analytical results did not indicate DRO in the samples collected from soil borings
SB-2 through SB-4 above the laboratory reporting limit.
The analytical results indicated SVOCs, including the polynuclear aromatic hydrocarbons
(PAHs) benzo(a)anthracene, benzo(a)pyrene, and benzo(b)fluoranthene at concentrations above
their respective DEQ Inactive Hazardous Site Branch (IHSB) Protection of Groundwater (POG)
Preliminary Soil Remediation Goals (PSRGs) in the unsaturated soil sample collected from soil
boring SB-2 (8 to 10 ft bgs). The concentration of benzo(a)pyrene detected (0.97 mg/kg) in the
unsaturated soil sample collected from SB-2 (8 to 10 ft bgs) was above the IHSB Industrial
Health-Based PSRG of 0.29 mg/kg. PAHs were also detected in the unsaturated soil sample (6
to 8 ft bgs) collected at soil boring SB-4 at concentrations below the PSRGS.
The analytical results indicated arsenic in soil samples collected from SB-1 (0 to 1 ft bgs and 1 to
2 ft bgs), SB-3 (4 to 6 ft bgs), and SB-4 (6 to 8 ft bgs) above the Industrial Health-Based PSRG
of 2.4 mg/kg (Table 1). The detected concentration of arsenic (16 mg/kg) in the saturated soil
sampled collected from the 1 to 2 ft bgs depth interval of SB-1 was also above the POG PSRG of
5.8 mg/kg (Table 1). Although these concentrations of arsenic exceed the PSRGs, they are
consistent with naturally occurring concentrations of arsenic in North Carolina, which range
from 1.0 to 18.0 mg/kg with an average of 4.8 mg/kg (Dragun, James PhD. and Khaled Chekiri
PhD. Elements in North American Soils, 2nd Edition 2005).
As shown in Table 1, manganese was detected in all soil samples at concentrations above the
POG PSRG of 65 mg/kg, with a maximum concentration of 1,000 mg/kg (4 to 6 ft bgs at SB-3).
These concentrations are below the Industrial Health-Based PSRG of 4,600 mg/kg and are
believed to be naturally occurring.

2.0 Construction Activities
Construction activities associated with the LYNX BLE included installing a 54-inch (in) to 60-in
stormwater reinforced concrete pipe (RCP) to approximately 18 ft bgs, the installation of a
shallow 2-ft drainage ditch, the installation of a retaining wall with a minimum 2-ft foundation,
and the filling of a low area on the northern portion of the property. A summary of the
environmental actions completed during the construction activities is provided below.
2.1 Soil Management
As shown on Figure 2, a RCP stormwater line was installed along the northwest boundary of the
site. During the RCP stormwater line installation, soil was excavated to a depth of
approximately 18 ft to 20 ft bgs. The bulk of the soil removed during this excavation was
managed as impacted and disposed at the Subtitle D Charlotte Motor Speedway (CMS) Landfill.
The soil removed as part of the drainage ditch and retaining wall were also managed as impacted
and disposed at the CMS Landfill. Please note that this report was delayed due to the time
required to obtain these manifests and other disposal records, which are included as Appendix C.
Approximately 4,399 tons of contaminated soil were disposed at the CMS Landfill.
Upon completion of the excavation activities, the area was subsequently backfilled with clean
material from the Martin Marietta Quarry, or filled using soil previously excavated from the site
and capped with 2 ft of clean fill. Non-impacted soil removed during BLE construction activities
at the Norfolk Southern Intermodal Facility (NSIF) site were also used as fill in accordance with
H&H’s September 25, 2014 Environmental Management Plan (EMP) Addendum for the NSIF
site, which was approved by DEQ on September 29, 2014. DEQ’s EMP Addendum approval
letter is included in Appendix D for reference. Email correspondence with DEQ documenting
the approval to use Alpha Mills soil and Martin Marietta Quarry materials as backfill is also
included in Appendix D.

2.2 Water Management
Due to the shallow water table, dewatering activities were performed during the duration of the
construction activities on the Alpha Mills site. A National Pollutant Discharge Elimination
System (NPDES) permit (Permit NC0089371) was obtained for dewatering activities required
during construction at several sites along the BLE. On September 11, 2014, Michael Parker with
DEQ Division of Water Resources approved the transport of groundwater from the Alpha Mills
site to a water treatment system located along the BLE on Cullman Avenue as long as the
discharge met the NPDES permit requirements. Approval documentation is included in
Appendix D. During dewater activities at the Alpha Mills site, groundwater was pumped into a
5,000 gallon above ground storage tank (AST) placed onsite. The water was then transferred to a
water truck which transported the water to the treatment system, where the water was treated and
discharged in accordance with the NPDES permit.
3.0 Summary
H&H performed additional soil assessment activities in preparation of the BLE construction
activities. During the soil assessment, soil samples were collected from four soil borings, SB-1
through SB-4, and submitted for laboratory analysis. The results of the analyses indicate the
following.
• DRO was detected above the TPH Action Level in the unsaturated (0 to 1 ft bgs) and
saturated (1-2 ft bgs) at SB-1.
• PAHs were detected in one of the four soil borings. The PAH benzo(a)pyrene was
detected above the Industrial Health-Based PSRG at SB-2.
• Arsenic was detected at a concentration above PSRGs in four of the soil samples, but the
detected concentrations are consistent with naturally occurring concentrations of arsenic
in North Carolina.

• Manganese was detected in all soil samples at concentrations above the POG PSRG but
below the Industrial Health-Based PSRG. The manganese is believed to be naturally
occurring.
H&H provided oversite during BLE construction activities at the site. As part of construction
activities, approximately 4,399 tons of impacted soil were removed from the Alpha Mills
Brownfield property and disposed at the CMS Landfill. Post excavation, the site was backfilled
with Martin Marietta Quarry materials; non-impacted soil from the NSIF site, or soil previously
excavated from the Alpha Mills site as approved by DEQ. Groundwater pumped during
dewatering activities was transported and treated at an off-site treatment system in accordance
with the construction NPDES permit as approved by DEQ.

Dear Mr. Wolfe:
On September 25, 2014, the North Carolina Brownfields Program (NCBP) received an
addendum for the Environmental Management Plan previous approved on January 28, 2014 for
the above referenced brownfields site. The document is was prepared after several discussions
and conference calls between DENR, City of Charlotte, and Hart & Hickman. The Addendum addressed the requirements and recommendation by NCBP. The document is approved and
work may begin immediately.
Be advised that this approval from the Brownfields Program does not waive any applicable
requirement to obtain any necessary permits, licenses or certifications for the above listed activities nor does it waive any requirement to comply with applicable law for such activities. If
