Description
Nash County has applied for a horizontal expansion of the Nash County Construction and Demolition
Debris (C&D) Landfill. The current approved C&D landfill disposal area is 11.3 acres. The proposed
new facility permit would add 15.8 acres to the disposal area, for a total of 27.1 acres. No changes are
proposed at this time to increase the service area of the landfill (the counties in which wastes are received
from) or to increase the incoming rate (tons per day) that the facility is permitted to receive.
The C&D Landfill is owned by Nash County and is located south of Duke Road, at 3057 Duke Road,
Nashville, and is northwest of Rocky Mount and east of Castalia.
The current approved disposal area has an expected life of one to two years. The horizontal expansion
would increase the overall life of the facility to approximately year 2053. The total gross volume of the
landfill would increase from 785,692 cubic yards to 2,405,358 cubic yards.
In November 2011, the Nash County Board of Commissioners voted to approve the proposed expansion
of the landfill, after allowing for public comment.
The Division of Waste Management has determined that the application for horizontal expansion, which
is a substantial amendment to the permit, complies with the requirements of the North Carolina Solid
Waste Management Rules as codified in Solid Waste Management Rules 15A NCAC 13B .0531, et seq.
The Division has prepared a draft permit that is now available for public review and comment.
The Nash County C&D Landfill is permitted to dispose of construction and demolition debris, inert debris,
land clearing debris, and asphalt. The service area of the landfill is Nash County.
The C&D landfill facility property consists of approximately 186.6 acres, including buffer areas. The
C&D landfill facility is located adjacent to the closed Nash County Municipal Solid Waste (MSW)
landfill, permit 6401-MSWLF-1983, and a closed C&D landfill on top of the MSW landfill, permit 6401-
CDLF-1999. The entrance to the C&D landfill is currently, and will remain, the same entrance used for
the closed MSW landfill.
Permit Structure
The permit is divided into two parts, a permit approval to construct, and a permit approval to operate. The
permit includes a list of approved documents, and specific conditions for the construction, operation, and
monitoring of the landfill units. Owners are required to submit documentation of proper construction for
approval prior to operation of each stage of operation. The permit proposed to be issued will be for the
life of the site.
Public Comment Period
North Carolina Solid Waste Management Rules require that the public be given an opportunity to
comment on a draft permit for a substantial amendment to a C&D landfill. The 45-day comment period
for this permit action begins on March 2, 2017, and ends at 5:00 p.m., April 17, 2017.

The application and draft permit is also available for review by appointment from 9:00 a.m. to 4:00 p.m.,
Monday-Friday, at the Division of Waste Management, 217 West Jones Street, Raleigh, NC.
Written comments must be sent to the address shown below and should include the permit number. All
comments received within the 45-day period will be considered in making the final determination
regarding the permit.
A public hearing has not been scheduled for this permit. However, during the public comment period any
interested person may request a public hearing. A request for public hearing shall be in writing and shall
state the nature of the issues proposed to be raised in the hearing.
After the close of the public comment period and after consideration of all comments, the Solid Waste
Section will issue a permit decision. Each person who has submitted a written request for notice of the
permit decision shall receive written notification of the decision.
