The Permit to Operate will expire on May 8, 2019. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS 1. The facility consists of a Municipal Solid Waste Landfill Unit, Construction and Demolition Landfill Unit, Treatment and Processing Unit, Small Type 1 Compost Unit, Scrap Tire Collection Area, and a White Goods Collection Area. 2. The facility is permitted to receive solid waste generated within Catawba County only. 3. Gates are provided at the entrance to the facility to prevent unauthorized access. Records Review: 4. The permit and operations plan were verified. Both documents were current and available upon request. 5. Tonnage records for July 2015 – October 2015 were verified. The facility received an average of 465 tons of municipal solid waste each operating day and 100 tons of construction and demolition waste each operating day during this time period. 6. Groundwater sampling was being performed semiannually as required. Records for the 2st semiannual monitoring event for 2014 (performed 9/16/14) and the 1st semiannual sampling event for 2015 (performed 3/24-25/15) were verified. 2nd semiannual sampling took place in September, the results had not yet been received by the facility. 7. Leachate was being sampled semiannually as required. Leachate is sampled in concurrence with groundwater sampling. 8. Methane monitoring was being performed quarterly as required. Monitoring events for 6/4/14, 9/23/14, 12/9/14, 3/11/15, 6/9/15, and 9/11/15 were verified. No exceedences above applicable standards were documented. 9. Leachate lines were last cleaned and camera inspected in April of 2015. 10. The treatment and processing area and the scrap tire collection area are inspected annually by Catawba County Emergency Services. Verification of the last inspection performed on April 22, 2015 were verified. 11. Temperature logs for compost operations were verified. Temperatures were documented at or above 131°F for three days during March 23, 24, and 25, 2015. 12. Waste screening reports for January to present were verified. Separate screenings are performed at both the MSWLF Unit and the CDLF Unit. Screenings appeared to be performed with good frequency and provided good documentation of observed unacceptable waste streams and final disposition of those wastes. 13. Propst (expires (9/21/18) x Ralph Todd Walker (expires 2/26/19) Operations Inspection of the MSWLF Unit (1803-MSWLF-1997) 15. Waste was being placed into Unit 3, Phase 1 at the time of inspection. The working face was located on the south side of Phase 1. 16. The working face was small and waste was actively being disposed and compacted. 17. No unacceptable waste streams were observed. Landfill staff were adding additional soil on the northwest portion of Phase 1 in the location of the previous day’s working face. 19. Enviro Cover was approved for use as an alternative cover material (ACM) by letter dated June 3, 2014 from Larry Frost, Environmental Engineer. x During the inspection, Enviro Cover was observed on the previous day’s working face located on the northwest portion of Phase 1. x Majority of waste appeared to be adequately covered by the ACM with the exception of a small amount located on the perimeter edge. At three separate points, it appeared that the seams between multiple pieces of Enviro Cover had separated where they crossed over large, bulky pieces of waste. x Please ensure that all waste is properly covered by the ACM when in use. Adjust installation practices as necessary to ensure that the ACM is effective at controlling control disease vectors, fires, odors, blowing litter, and scavenging without presenting a threat to human health and the environment. This can include, but not be limited to providing additional overlap of multiple pieces of Enviro Cover to prevent the seams from separating over large, bulky waste and providing additional soil along the edges of the material. x Per the June 3, 2014 letter from Larry Frost, please update the Operations Plan to include the use of Enviro Cover the next time the facility’s permit is either modified or amended. 20. The facility is approved for the use of synthetic tarps as an alternative cover material. No tarps were in use at the time of inspection. 21. Facility staff were picking up windblown waste at the time of inspection. Mobile windscreens were in place to assist in controlling windblown litter. 22. Permanent edge of waste markers were in place. Operations Inspection of the Construction and Demolition Landfill Unit (1803-CDLF-): 23. Waste was being placed into Unit 2, Phase 2 at the time of inspection. 24. The working face appeared to be less than one-half acre in size at the time of inspection. 25. No unacceptable waste streams were observed. 26. Good operational cover was observed on inactive portions of the landfill. 27. Much of the inactive areas immediately surrounding the working face were seeded with good germination of seed. Areas that had not yet been seeded, were stabilized with a bed of mulch. The mulch is used for erosion control and then worked into later soil cover to be used as a soil amendment. x Some slight erosion was observed within the seeded portions of the landfill. Please ensure that any eroded areas are repaired and stabilized. 28. Windblown waste was well controlled. 29. Permanent edge of waste markers were in place. Operations Inspection of the White Goods Collection Area; 30. White goods are collected on a concrete pad south of MSWLF Unit 2. 31. Majority of white goods containing chlorofluorocarbons (CFCs) were stored in an upright condition. Five small mini refrigerators were observed lying on their sides at the time of inspection. Facility staff had not yet been able to attend to the appliances to place them in an upright condition. 32. This area was well managed. Operations Inspection of the Scrap Tire Collection Area: 33. Tires are stored uncovered on a concrete pad south of the treatment & processing area. It was stated that tires are removed from the facility on a weekly basis. 34. This area was well managed. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 5 Operations Inspection of the Treatment & Processing (Wood Grinding) Area: 35. The facility is permitted to receive land clearing waste, wooden pallets constructed of unpainted and untreated natural wood, and yard trash. Ground yard trash may not be distributed to the public unless it has been composted in accordance with Rule .1400. 36. Four windrows of mulch were observed on site at the time of inspection. 37. Good access was observed between windrows and around stockpiles of unground material to allow for access by firefighting equipment. 38. Some slight ponding was observed between windrows. However, the facility received over 3-inches of rain three days prior to the inspection. Please ensure that these areas are graded to prevent future ponding. 39. No objectionable odors were observed. 40. Land clearing waste and pallets are stockpiled in separate areas. Operations Inspection of the Small Type 1 Composting Area: 41. This unit is permitted to receive only yard waste, silvicultural waste, untreated and unpainted wood waste. 42. One windrow of compost was on site at the time of inspection. 43. Good access was observed around the compost windrow and stockpile of uncomposted leaves to allow for access by firefighting equipment. 44. No ponding was observed around the compost windrow. 45. No objectionable odors were observed. Supporting Comments: 46. Electronics are collected on a covered concrete pad near the scalehouse. x Once collected, electronics are placed on wooden pallets and shrink wrapped in preparation for removal by the facility’s electronics vendor. 47. Used paint is collected on the same covered, concrete pad where electronics collection takes place. x Individual cans of latex or oil based paint are poured into 55-gallon drums and then collected by a hazardous waste vendor. 48. Leachate tanks were observed. x Leachate was shown to be at 6 ½ feet in both leachate tanks. x The secondary containment area surrounding the tanks was well maintained. 49. The facility operates an asphalt shingle collection area just west of the treatment and processing area. x Shingles are collected into two separate receiving bays on a concrete pad. x A sign was posted at detailing acceptable materials. x No unacceptable wastes were observed. x This area appeared to be well managed. 50. Sediment basins appeared to be maintained. 51. All access roads were of all-weather construction and well maintained. 52. The facility was approved for construction of a shooting range on the southern portion of the landfill property. x Inspection found that construction of the shooting range had been completed, and all disturbed areas had been stabilized.
