ADDITIONAL COMMENTS
On February 16, 2017, John Patrone met with Frankie Durham, Melissa Webb, and Kathy Beck to conduct a
comprehensive inspection of the Waste Management of the Carolinas, Inc. – Chatham County Transfer Station located
on Waste Treatment Plant Road in Siler City, Chatham County.
1. The facility is a municipal solid waste (MSW) transfer station.
2. The facility is owned by Waste Management of the Carolinas, Inc.
3. Custom Ecology, Inc. (CEI) operates the transfer station and hauls MSW to the disposal facility.
4. The scale house is operated by Waste Management of the Carolinas, Inc. personnel.
5. The facility is open Monday through Friday 7:30 am to 3:30 pm and, if needed, Saturday 8:00 am to 1:00 pm.
6. The facility permit, site plan, and operations plan were discussed.
7. The facility is permitted to receive MSW generated within: Alamance, Anson, Chatham, Cumberland, Durham,
Harnett, Hoke, Johnston, Lee, Moore, Orange, Randolph, Richmond, Sampson, Scotland, and Wake Counties.
8. As of January 10, 2017, the facility transports MSW for disposal at the Great Oak Landfill (76-07) in Randleman,
Randolph County. Previously, the facility transported MSW for disposal at the Sampson County Disposal, LLC
MSW Landfill (82-02) in Roseboro, Sampson County.
9. The following are certified Transfer Station Operations Specialist personnel:
a. Frankie Durham, TS-2004023, exp. 08/31/19
b. William Lee Dunn, TS-2007093, exp. 10/19/19
c. Kathy Beck, TS-2015079, exp. 11/05/18
10. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services in
February 2016.
11. A vehicle scale test was conducted by Central Carolina Scale, Inc. on January 13, 2017. Ms. Beck stated that the
facility has the vehicle scale tested quarterly.
12. The facility uses Fastlane Applications database to track tonnage, client information, etc.
13. The facility maintains records of the amount of MSW received. Records were verified for 2016. Total tonnage
received is 18,992.23. Tonnage received for January 2017 through time of inspection is 2,464.10.
14. The facility maintains records of the amount of MSW shipped out. Records were verified for 2016. Total tonnage
disposed of at the Sampson County Disposal, LLC MSW Landfill is 18,872.51. Tonnage disposed of at the Great
Oak Landfill and the Sampson County Disposal, LLC MSW Landfill for January 2017 through time of inspection
is 2,460.30.
15. The facility annual report (FAR) was received by the SWS dated July 20, 2016. Tonnage received July 2015
through June 2016 is 18,522.42. Tonnage shipped out during the same time period is 18,522.42.
16. During the inspection there was a transfer trailer in the loadout bay and one full transfer trailer on site.
17. Ms. Beck stated that 2 – 3 transfer trailers are hauled to the disposal facility daily.
18. The transfer trailers appeared to be in good condition.
19. The facility is required to conduct > 4 waste screening a month (operations plan, Section 5.0). Ms. Beck stated
that waste screenings are conducted ~ every 100 loads or ~ 6 – 8 per month.
20. Waste screening reports were verified for January 4, 2016 through February 15, 2017.
21. Ms. Durham stated that the materials recovery operation is not conducted. If operated, ensure compliance with
the facility permit, Attachment 3 - part VII and the operations plan, Section 4.8.
22. The transfer station tipping floor and loadout bay appeared to be routinely cleaned.
23. It is suggested that the torn and bulging sheet metal on the left side of the transfer station building is repaired.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

24. The leachate floor drain appeared functional and to flow freely. The leachate catch basin extends across the
transfer station building entrance and is sloped from left to right such that leachate is gravity-fed to the leachate
drain located on the far right of the entrance.
25. Leachate is piped to the Town of Siler City Public Owned Treatment Works (POTW), located adjacent to the
facility.
26. The facility conducts a weekly audit of transfer trailers per the criteria of its leachate management inspection
report. Records were verified for January 8, 2016 through February 10, 2017.
27. No windblown material was observed.
28. The facility has five fire extinguishers (four at the transfer station and one at the scale house) and a tipping floor
wash-down hose.
29. The Town of Siler City Fire Department can be contacted to address an emergency.
30. The facility is secured by a locked gate. Personnel are on site during operating hours.
31. Access roads are of all-weather construction.
32. The facility has proper signage. Ms. Durham stated that the facility will post a new permit number sign.
33. The PTO expiration date is August 17, 2024.
34. Permit renewal application shall be submitted to the SWS by February 18, 2024.
35. The PTO is subject to a limited review by August 17, 2019.
36. A limited permit review request shall be submitted to the SWS by February 18, 2019.
