Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. All photographs were taken by Troy Harrison on October 27, 2016. 2. The permitted Septage Land Application Site consists of Field 1 (22.99 acres), Field 2 (17.32 acres) and Field 3 (6.31 acres). 3. The site is permitted for land application of domestic septage and grease septage. 4. The site had accessible all-weather roads to the septage land application field covered under the permit. 5. Appropriate signage was displayed at the site. 6. Field 3 had disposal area boundaries that were well delineated with permanent markers which corresponded to the site map. 7. As mentioned in the previous inspection, a large portion of Field 1 is no longer being used as a land application field and had been graded and is now part of the composting operation (SWC-36-13) on site. Field 1 was re-measured using a Trimble GPS unit during the inspection. Looking at SWC-36-13 (Former Field 1) from Field 3 8. A portion of Field 2 is now being used for other purposes. Field 2 was re-measured using a Trimble GPS unit during the inspection. Field 2 9. All septage discharges appear to have been made within the disposal area boundary. Field 1 appeared to be well maintained with the exception of small areas with heavy septage applications. Fields 2 and 3 appeared to be well maintained. No objectionable odors were observed. 12. The nutrient management plan appears to have been followed on all fields. 13. Site logs were reviewed and appeared to be current. 14. Soil samples were taken and a check for lab analysis was received.
