Your understanding is correct; 
The permit condition refers to the shredding or grinding of solid waste and recyclables are not solid waste, therefore the 
permit conditions is not applicable to the processing of recyclables at the facility.

Mr. Frost— 

As a follow up to our discussion, this email is being provided to clarify General Facility Condition No. 6, as found in 
Attachment 3: Conditions of Permit Approval to Operate.  That permit condition states: 
“Processing of materials, shredding, or grinding must not take place at the facility unless approval has 
been granted under the special use permit and a revised operations plan has been submitted to the Solid 
Waste Section.” 

We understand that this specific permit condition relates to the processing, shredding, or grinding of potential incoming 
MSW waste or C&D waste materials only that may be delivered to the Transfer Station.  This permit condition has no 
applicability to the recycling operations (or recyclable materials) that are being managed inside the same building as the 
Transfer Station.   

At this time, this facility is not processing, shredding, or grinding any MSW waste or C&D waste materials.  We 
understand that if the need arises to conduct those activities, additional permitting and approvals would be required 
through NCDEQ, as indicated in the above referenced permit condition.  Please let us know if I have miss‐stated anything 
above.  Thank you.
