Box 97 Garner, NC 27529 License Number: C-0281 March 7, 2016 Mr. Ervin Lane Solid Waste Section Division of Waste Management North Carolina Department of Environment and Natural Resources 401 Oberlin Road, Suite 150 Raleigh, NC 27605 Re: Semi-Annual Leachate Recirculation Report Ashe County Subtitle D Lined MSWLF Permit No. 05-01 MESCO Project No. G14005.0 Reporting Period: October 12, 2014-May 13, 2015 Dear Mr. Lane: The Ashe County Subtitle D Lined MSWLF located near Crumpler NC, currently operating under permit #05-01 is permitted to recirculate leachate onto existing MSWLF Phases. During the period between October 12, 2014 through May 13, 2015 leachate was reported to be recirculated into the Phase 4 lined landfill and disposed of at Waste Water Treatment Plants (WWTP). In accordance with the permit requirements the volume of leachate recirculated, the amount of precipitation reported, the analytical results of leachate sampling and the amount of leachate disposed of off site are included here and in the attachments. This leachate recirculation report is submitted semi-annually with the dates corresponding to the facility's established routine semi-annual water quality detection monitoring program. The pertinent information for this semi-annual event is found below: ●Leachate recirculated into Lined Landfill: 324,000 gallons ●Leachate disposed of at WWTPs: 922,892 gallons ●Amount of precipitation: 19.17 inches ●Leachate analytical sampling date: May 13, 2015 The next semi-annual sampling event was performed in October 2015 and the report will be submitted upon completion. ND - Not Detected at or above adjusted reporting limit. J - Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit. MDL - Adjusted Method Detection Limit. PQL - Practical Quantitation Limit. RL - Reporting Limit. S - Surrogate 1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is a combined concentration. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values. LCS(D) - Laboratory Control Sample (Duplicate) MS(D) - Matrix Spike (Duplicate) DUP - Sample Duplicate RPD - Relative Percent Difference NC - Not Calculable. SG - Silica Gel - Clean-Up U - Indicates the compound was analyzed for, but not detected. Acid preservation may not be appropriate for 2 Chloroethylvinyl ether, Styrene, and Vinyl chloride. A separate vial preserved to a pH of 4-5 is recommended in SW846 Chapter 4 for the analysis of Acrolein and Acrylonitrile by EPA Method 8260. N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported foreach analyte is a combined concentration. Pace Analytical is TNI accredited. Contact your Pace PM for the current list of accredited analytes. TNI - The NELAC Institute.
