STATUS OF PERMIT:
Expired; Permit to Operate (PTO) issued 4 August 2010, expired 4 August 2015. Pursuant to 15A NCAC 13B
.0201(c) and .0206(a) a complete permit review request including updated Facility, Operations, and Waste Screening
Plans was due on or before 4 February 2015. A permit renewal request was submitted to the Solid Waste Section and
is currently under review.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated

asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,
animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) This Facility is permitted to receive Solid Waste generated within Beaufort, Edgecombe, Hyde, Martin, and
Pitt Counties.
4) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04
in Cameron NC, is transported to the East Carolina Environmental Regional Landfill, permit #08-03 in Bertie
County, NC.
5) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the Facility entrance.
6) The hours of operation are Monday through Friday 7:00 AM to 5:00 PM.
7) The Facility is secured by means of a locked gate at the Facility entrance.
8) The entrance to the Facility is well maintained and no windblown debris was noted along the roadway
approaching the site.
9) The Facility access road is of all-weather construction and is being maintained in overall good condition.
10) Windblown litter is well managed and no windblown debris was observed during this Facility Compliance
Inspection.
11) The scrap tire collection/storage area is well maintained with an adequate number of trailers on site to manage
the volume of tires managed by the Facility.
12) Access around the Facility overall is well maintained and generally stable.
13) Leachate is collected on-site and stored in a below ground tank which is pumped down and hauled for
treatment as needed.
14) The leachate collection drain in the trailer loading bay was partially blocked. *To ensure proper functioning
of the leachate collection system, please ensure that the leachate collection drains are maintained clear of
sedimentation and debris throughout the workday.

15) This Facility maintains an adequate number of trailers on site to properly manage the volume of waste
received during operating hours.
16) All waste hauling duties are contracted to Guy Shavender Trucking, Inc of Pantego, NC.
17) Waste received at this Facility is loaded into the transport trailers in a timely manner.
18) The tipping floor is being adequately cleaned throughout the workday.
19) The tipping floor is well maintained and is in overall good condition at this time. A portion of the tipping
floor has recently been resurfaced.

20) The trailer loading area is policed throughout the workday and was in overall good condition during this
Facility Compliance Inspection.
21) The tipping area was observed to be lacking in safety measures that would restrict the movement of customers
to areas away from the tipping area drop off points. *It is recommended that access to these areas be restricted
with chains, cones, or other safety markers.
22) Recyclable cardboard is staged in an area adjacent to the transfer station for baling and transport to the
cardboard recycling facility. *Please ensure that all cardboard staged onsite is baled and processed in a timely
manner.
23) Scrap concrete is brought onsite and staged in the inert debris storage area for crushing and reuse. The inert
debris storage area was reviewed. No unpermitted waste types were observed in this area during this Facility
Compliance Inspection. *Please note that the State rules regarding recovered materials state that for a material
to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or re-used

within twelve months of staging at the site. If the required volume of materials is not re-used within twelve
months, then the materials must be properly disposed at a Facility permitted to receive such wastes.
24) No violations were observed during this Facility Compliance Inspection.
25) *Corrective measures are required as a result of this Facility Compliance Inspection Report.
