STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS On February 8, 2017, John Patrone met with Tim Smith to conduct a comprehensive inspection of the Caswell County YWN on Landfill Road in Yanceyville, Caswell County. 1. The Caswell County Yard Waste Notification (YWN) Facility is located at the closed municipal solid waste (MSW) landfill, number 17-01, adjacent to the scale house. 2. The area used for the YWN is < 2 acres. 3. The facility does not compost material. The material accepted is ground for mulch. 4. Mr. Smith stated that the facility only accepts high carbon-to-nitrogen ratio material. 5. Temperature monitoring is required if high nitrogen-to-carbon ratio material is accepted. 6. Material accepted is required to be less than 6000 yd3 quarterly, processed and unprocessed combined. 7. Throughput records were verified for fiscal year 2016 – 2017 (to date) = 19.24 tons and 2015 – 2016 = 42.41 tons, and monthly records for fiscal year 2014 - 2015. 8. Material is stockpiled in a small windrow. 9. No ground material was on site. 10. Mr. Smith stated that material is ground annually, in early spring. 11. The facility has all-weather access roads. 12. The facility is secured by a locked gate. A scale house operator is on site during operating hours. 13. The facility has a proper sign. 14. The yard waste notification facility renewal form shall be submitted to the SWS annually, by June 1st. Please contact me if you have any questions or concerns regarding this inspection report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
