Dear Mr. Frost:
Please find attached for approval a sketch of the proposed stormwater pipe that would be temporarily installed to convey stormwater, captured on the Cell 1B and Cell 2 raincover areas, from the lined MSW
cell. The pipe would be installed on top of the protective cover layer and raincover. A standard 60-mil,
boot-type connection with an 18-inch diameter pipe sleeve will be provided for penetration of the 60-mil
liner. The raincover would also be booted at the pipe penetration location in similar fashion to the 60-mil
liner.

The stormwater pipe would be removed when Cell 2B filling operations begin. Removal would include
placement of a 10-foot by 10-foot 60-mil HDPE welded liner patch over the penetration section and
backfill of the pipe trench with 10-7 cm/sec clay materials.

If the proposed pipe penetration is acceptable, we will reflect the location and details on the liner in the
certification and as-built drawings.
