The single-story industrial building at the site includes a 7,546 square foot (sq. ft.) office area with adjacent warehouse and production areas totaling approximately 97,211 sq. ft. The site is bound to the southwest by railroad tracks, to the northwest and southeast by adjacent industrial facilities, and to the northeast by Atando Avenue. Current and historical occupants of the on-site facility are suppliers of steel bar stock. The site is currently within the North Carolina Brownfields Program as a result of contamination detected on the property. Redevelopment plans will be focused on the southern warehouse area although detailed plans are not available. A topographic map showing the site location is included as Figure 1 and a site layout map with general site features is included as Figure 2. Groundwater flow direction at the site is approximately towards the south and southeast. Groundwater impacts have been detected in two localized areas at the site. One area of volatile organic compound (VOC) impacted groundwater has been identified along the northern property boundary. The source of these chlorinated VOCs is believed to be an off-site facility located on the adjacent property to the north. A second area of impacted groundwater is located beneath the southern warehouse area. Groundwater impacts in this area are related to a release of petroleum constituents from one or two leaking underground storage tanks that were formerly located beneath the warehouse floor slab. It is our understanding that regulatory oversight of the petroleum release area will continue to be conducted by the NCDEQ UST Section, and not within the Brownfields Program. A site layout map depicting the building footprint, monitoring well locations and other site features is included as Figure 2. In November 2015, Terracon collected four sub-slab soil vapor samples at the site. Two of the samples contained VOCs exceeding the applicable Residential Sub-Slab and Exterior Soil Gas Screening Levels (SGSLs) established by the NCDEQ Division of Waste Management, updated September 2015. One of the samples collected in the northern warehouse/manufacturing area had vapor constituent concentrations exceeding the Non-Residential SGSLs. One indoor air and one outdoor air sample were collected concurrently with the sub-slab soil vapor samples. The indoor air sample (IA-01, collected in the safe room/break room area) contained naphthalene Limited Site Investigation Atando Avenue Brownfields Site ■ Charlotte, NC March 22, 2016 ■ Terracon Project No. 71157718 Responsive ■Resourceful ■Reliable 2 exceeding the Non-Residential Indoor Air Screening Level (IASL) and benzene and chloroform exceeding their respective Residential IASL. In response to Terracon’s Limited Site Investigation Report, Ms. Carolyn Minnich of the North Carolina Brownfields Program requested on January 19, 2016, that as many as three rounds of additional indoor air samples should be collected at the site to evaluate impacts from contaminants within the groundwater at the site. The investigation discussed in this report was designed to meet the requirements for the first of these additional indoor air sampling events. 2.0 SCOPE OF SERVICES 2.1 Indoor and Outdoor Air Sample Collection Prior to sample collection, Terracon personnel visited the site to provide the building tenant with the Instructions for Occupants - Indoor Air Sampling Events summary document (Appendix A) as suggested in the DWM Vapor Intrusion Guidance. Air samples were proposed and collected at the following locations: §IA-02 in the currently occupied office area §IA-03 in the former locker room that is now used as a hallway §IA-04 in the production warehouse where steel bars are cut, stored and loaded onto trucks §IA-05 in the production warehouse near former sub-slab sample SV-04 where tetrachloroethene was present above the Non-Residential SGSL. §IA-06 in the southern warehouse area that is currently unoccupied. This is where two former USTs were located. §DUP-01-02242016 – a duplicate indoor air sample collected at IA-06 for QA/QC purposes. §OA-02 (outdoor air) near the fence along the eastern site boundary to evaluate background air concentrations 2.2 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time. The survey identified a canister used for storing heating oil in the southern warehouse area. The canister was removed prior to indoor air sample collection. Terracon also provided Mr. Morgan a summary sheet with information on indoor/outdoor air sampling for the on-site workers. A copy of the summary sheet is included in Appendix A. Sample locations are shown on Figure 2. Air sampling was conducted on February 24, 2016 in general agreement with the DWM Vapor Intrusion Guidance. Five indoor air samples and one outdoor air sample were collected to assess the presence of VOCs in ambient air within the building. The indoor air sample canisters were located in such a way that they did interfere with the activities of the workers on the site and each sample intake was at the general breathing height (approximately 3 to 5 feet above ground Limited Site Investigation Atando Avenue Brownfields Site ■ Charlotte, NC March 22, 2016 ■ Terracon Project No. 71157718 Responsive ■Resourceful ■Reliable 4 surface). The outdoor air sample was collected at the eastern site boundary towards Atando Avenue. This was considered upwind of the on-site building on the day of sample collection. The air samples were collected in laboratory supplied 6-liter Summa canisters attached to a flow controller set for 8 hours. Terracon personnel remained on the site during sample collection and recorded the residual vacuum for each of the 7 sample canisters (including one blind duplicate sample collected at location IA-06 in addition to the primary sample for QA/QC purposes) on an approximate hourly basis. The indoor and outdoor air sample collection records are provided in Appendix A of this report. A sampling and analysis plan is provided as Table 1. Following completion of the field activities, the Summa canisters (7 canisters/samples), along with chain-of-custody documentation, were shipped to Eurofins AirToxics in Folsom, California for laboratory analysis under modified EPA Method TO-15 Low Level. The list of analytes was restricted to volatile organic compounds that have been detected in sub-slab soil vapor, indoor air, or groundwater samples from the site during past investigation activities. The list includes tetrachloroethylene, trichloroethylene, cis-1,2-dichloroethene, trans-1,2-dichloroethene, 1,1- dichloroethene, 1,2-dichloroethane, vinyl chloride, chloroform, benzene, ethylbenzene, p- isopropyltoluene (p-cymene), naphthalene, m,p-xylene, and o-xylene. A level 2 QA/QC data package was requested for the gas samples. Terracon conducted the field work under a health and safety plan developed for this project. Work was performed using United States Environmental Protection Agency (USEPA) Level D work attire consisting of hard hats, safety glasses, protective gloves, and protective boots. 4.0 RESULTS The laboratory analytical report and chain-of-custody records are attached in Appendix B. The following sections describe the results of the testing. 4.1 Indoor and Outdoor Air Sample Results Laboratory analytical results for the indoor and outdoor air samples were compared to the NCDEQ Indoor Air and Crawlspace Screening Concentrations (IASL) for residential and non-residential exposure scenarios, updated September 2015. The values assuming a target carcinogenic risk of 1.0E-06 and a target hazard quotient of 0.2 (i.e., the IASL(A) values on the screening tables) were used for this assessment. Below is a summary of laboratory analytical results: §Benzene was detected at concentrations exceeding its Residential IASL in sample IA-02 (0.37 µg/m3), as well as samples IA-06 and DUP-01-02242016 (0.39 and 0.55 µg/m3, respectively). Benzene was also detected in the remaining three indoor air samples IA- 03, IA-04, and IA-05 at concentrations below the Residential IASL. Background air sample OA-02 contained benzene at a concentration slightly below the Residential IASL. Limited Site Investigation Atando Avenue Brownfields Site ■ Charlotte, NC March 22, 2016 ■ Terracon Project No. 71157718 Responsive ■Resourceful ■Reliable 5 §Chloroform was detected in DUP-01-02242016 (0.20 µg/m3) above its Residential IASL of 0.122 µg/m3. Chloroform was not detected in the other air samples obtained from the site. §Naphthalene was detected above its Non-Residential IASL in sample IA-02 (0.63 µg/m3) and in outdoor air sample OA-02 (0.55 µg/m3). The compound was not detected in the other air samples obtained from the site. §Tetrachloroethene was detected above the Residential IASL in background air sample OA-02 (20 µg/m3). Tetrachloroethene was also detected within indoor air samples IA-06 and DUP-01-02242016 at concentrations below the Residential IASL. Tetrachloroethene was not detected in the other air samples obtained from the site. §In addition to the compounds listed above, the following constituents were detected in at least one sample below IASLs: o Ethylbenzene (IA-02, IA-03, IA-06, DUP-01-02242016, and OA-02) o m,p-Xylenes (IA-02 through IA-06, DUP-01-02242016, and OA-02) o o-Xylene (IA-02, IA-03, IA-06, DUP-01-02242016, and OA-02) Based on the narrative included in the laboratory analytical report, there were no laboratory internal QA/QC discrepancies associated with these samples. The duplicate sample results are comparable to the primary sample results, with the exception of tetrachloroethene which was detected at a concentration one order of magnitude higher in the duplicate sample compared to the primary sample. Air sample results are shown on Figure 3 and summarized on Table 2. The laboratory analytical report is included in Appendix B. 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on the scope of services described in this report and subject to the limitations described herein, Terracon provides the following conclusions. §The two samples from the production warehouse area (IA-04 and IA-05) did not contain any target constituents above the IASLs. The production warehouse has a thick reinforced concrete slab and several large bay doors that are open most of the day which may inhibit accumulation of soil vapor in this portion of the building. Based on these results, vapor mitigation is not required in the production warehouse. §The primary and QA/QC samples (IA-06 and DUP-01-02242016) collected in the southern warehouse near well MW-1 contained various petroleum and chlorinated compounds at levels below non-residential IASLs. The warehouse area is currently unoccupied but is occasionally used for storage. Based on the indoor air concentrations and current use, no vapor mitigation is required at the southern warehouse area at this time. §February 2016 analytical results for the office area (IA-02) are comparable to November 2015 results from the safe/break room area (IA-01). Naphthalene was detected above the non- residential IASL in both samples. Naphthalene was also detected in background/outdoor air sample OA-02 (February 2016) above the non-residential IASL at a concentration similar to Limited Site Investigation Atando Avenue Brownfields Site ■ Charlotte, NC March 22, 2016 ■ Terracon Project No. 71157718 Responsive ■Resourceful ■Reliable 6 sample IA-02. While a non-residential IASL exceedance would generally indicate the need for vapor mitigation measures in the office area, the presence of naphthalene detected in the outdoor air sample at a similar concentration suggests per DWM Vapor Intrusion Guidance that vapor mitigation will not be required by the NC Brownfields Program at this time. Terracon recommends collection of two outdoor air samples during the next sampling event (Summer 2016) for comparison purposes. One of the outdoor air samples would be located near sample OA-02 while the second sample would be collected along the western side of the building. To the extent possible, please follow the instructions below starting at least 48 hours prior to and during the indoor air sampling event: Operate your heating and/or whole-house air conditioner as appropriate for the current weather conditions Do not use wood stoves, fireplaces or auxiliary heating equipment Do not open windows or keep doors open Avoid using window air conditioners, fans or vents Do not smoke in the building Do not use air fresheners or odor eliminators Do not use paints or varnishes (up to a week in advance, if possible) Do not use cleaning products (e.g., bathroom cleaners, furniture polish, appliance cleaners, all- purpose cleaners, floor cleaners) Do not use cosmetics, including hair spray, nail polish remover, perfume, etc. Avoid bringing freshly dry-cleaned clothes into the building Do not engage in indoor hobbies involving the use of solvents Do not apply pesticides Do not store containers of gasoline, oil or petroleum-based or other solvents within the building or attached garages (exception: fuel oil tanks) Do not operate or store automobiles in an attached garage Do not operate gasoline-powered equipment within the building, attached garage or around the immediate perimeter of the building You will be asked a series of questions about the structure, consumer products you store in your building, and household activities typically occurring in the building. These questions are designed to identify “background” sources of indoor air contamination. While this investigation is looking for a select number of chemicals related to the subsurface contamination, the laboratory may be analyzing the indoor air samples for a wide variety of chemicals. Thus, tetrachloroethene used in dry cleaning or acetone found in nail polish remover might be found in your sample results. Your cooperation is greatly appreciated. The laboratory performed analysis via modified EPA Method TO-15 using GC/MS in the Full Scan and SIM acquisition modes. The method involves concentrating up to 1.0 liters of air. The concentrated aliquot is then flash vaporized and swept through a water management system to remove water vapor. Following dehumidification, the sample passes directly into the GC/MS for analysis. This workorder was independently validated prior to submittal using 'USEPA National Functional Guidelines' as generally applied to the analysis of volatile organic compounds in air. A rules-based, logic driven, independent validation engine was employed to assess completeness, evaluate pass/fail of relevant project quality control requirements and verification of all quantified amounts. Method modifications taken to run these samples are summarized in the table below. Specific project requirements may over-ride the ATL modifications. The concentration of the spiked replicate may have exceeded 10X the calculated MDL in some cases Receiving Notes There were no receiving discrepancies. The results for each sample in this report were acquired from two separate data files originating from the same analytical run. The two data files have the same base file name and are differentiated with a "sim" extension on the SIM data file. Analytical Notes Page 3 of 29 Nine qualifiers may have been used on the data analysis sheets and indicates as follows: B - Compound present in laboratory blank greater than reporting limit (background subtraction not performed). J - Estimated value. E - Exceeds instrument calibration range. S - Saturated peak. Q - Exceeds quality control limits. U - Compound analyzed for but not detected above the reporting limit. UJ- Non-detected compound associated with low bias in the CCV N - The identification is based on presumptive evidence. CN - See case narrative explanation File extensions may have been used on the data analysis sheets and indicates as follows: a-File was requantified b-File was quantified by a second column and detector r1-File was requantified for the purpose of reissue Definition of Data Qualifying Flags Page 4 of 29 MODIFIED EPA METHOD TO-15 GC/MS SIM/FULL SCAN Summary of Detected Compounds Client Sample ID: IA-02 Lab ID#: 1603093-01A No Detections Were Found.
