NOTES:
The purpose of this meeting was to satisfy the permit condition requiring a pre-operations meeting
for Phase 4 of the Landfill.
 Notes;
o The CQA documents were submitted in January 2016.
o PTO for Phases 1-4 issued by February 1, 2017.
o The PTO is a facility permit and is the issuance of the Life of Siate permit for this
facility, including;
 5503-MSWLF-1986, and
 5503-CDLF-1996.
o Discussed protection of liner at entrances and exits to new cell.
o Discussed placement of fluff layer (household waste) in new cell.
o Discussed approved documents and permit,
 Provided an extracted ops plan as DIN 27371.
o Discussed the removal of leachate channel cover prior to placement of waste and noting
in the operating log.
o Discussed liner penetration for stormwater and leachate pumps.
o Site visit;
 Pointed out leachate channels.
 Leachate flow to the holding tanks.
 Entry and exit points.
 Cover vegetation is very good.
 Discussed timing and operations of Phase 4.
The facility is authorized to commence operations in Phase 4 of the landfill.
