Dear Mr. Rogers:

The NC Solid Waste Section has completed a review of the letter titled Extension Request for Alternative
Source Demonstration - Metals dated February 3, 2017 (DIN 27345) and submitted on behalf of Wayne
County by Municipal Engineering Services Co., P.A. for the Wayne County Subtitle D Lined MSW Landfill,
NC Solid Waste Permit Number 9606. The letter was submitted in response to a Solid Waste Section letter
dated August 8, 2016 (DIN 26549) and to letters dated October 31, 2016 (DINs 26970 and 26971).

In response to the inorganic groundwater exceedances at the landfill and in accordance with 15A NCAC
13B .1633, Wayne County will be conducting an Alternate Source Demonstration (ASD). The Solid Waste
Section approved the County’s initial request on November 3, 2016 (DIN 26971). Wayne County is
submitting an additional request to submit the ASD by April 7, 2017.
