The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on January 31, 2016.
2. The Livestock Market and Event Center is located in Area 5C of the landfill. The Livestock Market and Events
Center is not located on waste however; A portion of the parking area for the facility is.
3. Edge of Waste markers are installed in Landfill Area 5C with the exception of the parking area for the
Livestock Market. Installing paving stones or some other type of flush mount edge of waste markers in the
parking area was discussed. Please install EOW markers in the parking area of the Livestock Center.
4. A sediment trap from the construction of the Livestock Market is still installed on top of the cap of the landfill.
This device should be removed to prevent excess infiltration of water into the cap.
5. Groundwater monitoring wells including the up gradient well were observed and all were locked with the
exception of 5C3 and 5B2. The protective box that covers 5C3 was struck by a utility company vehicle and is
unable to lock properly. Staff from Anchor QEA stated that a new protective box was on order and would be
replaced when it was received. No damage to the actual well was observed. The hasp of well 5B2 was broken
and needs to be repaired or replaced.
6. The top of the cap of Landfill Area 5C is being mowed for hay and side slopes are being maintained by a
contractor.
7. Slight ponding was observed in two areas of the cap in Landfill Area C where settlement has occurred. Please
repair the low spots on the cap to ensure positive drainage.
8. The leachate collection system is connected directly to the sanitary sewer.
9. The International Paper Sports Complex is located on the cap of Landfill Area 5B.
10. Edge of Waste markers are installed and visible on the south side of Landfill Area 5B. Edge of Waste markers
closest to the ballfields are missing due to individuals removing them from the ground. The installation of
bollard type EOW markers was discussed during the inspection. Please install EOW markers around the
ballfield area.
11. Slight ponding due to settlement was observed on the south side of Landfill Area 5B. Please repair the low
spot in the cap to ensure positive drainage.
12. The facility is currently in the process of creating a master stormwater plan for the entire landfill complex.
13. Landfill gas reports for the November 10, 2015, February 16, 2016, May 10, 2016, and August 2, 2016 were
available for review and no exceedances were noted. The reports also included the sample data collected from
the structures located at and on the landfill.
14. The last semiannual groundwater monitoring report dated September 22, 2016 was available for review.
