Re: Request to Permit Constructed Wetlands Soil for Disposal
Belews Creek Steam Station Craig Road Ash Landfill

Dear Mr. Frost,
Duke Energy would like to request inclusion in the Belews Creek Solid Waste facilities Permit to
Operate soil related to the removal of the onsite Constructed Wetlands Treatment System
(CWTS). The CWTS liner system consists of a vegetative filter layer, sand layer, geosynthetic
clay liner (GCL) and clay subgrade.. The vegetative layer and the GCL will be disposed of offsite in
a North Carolina approved landfill. Soil removed from the CWTS includes the sand filter layer and the
clay layer under the GCL. This material is proposed for use in Phase 1 of the Craig Road landfill to cover
exposed ash as well as enhance drainage to chimney drains. As we are considering this material a waste,
water that comes into contact with this material after placement in phase 1 will be managed as contact
stormwater. This variance request to the Permit to Operate is for the 8504 - INDUS Belews Creek
Steam Station Craig Road Landfill.
