ADDITIONAL COMMENTS
On February 2, 2017, John Patrone met with Steven Scott to conduct a comprehensive inspection of the Carolina Resource
Recovery, Inc. Treatment and Processing Facility on Jones Drive in Mebane, Alamance County.
1. Carolina Resource Recovery, Inc. is a land clearing debris (LCD) treatment and processing (T&P) facility.
2. The facility is located a few hundred yards down the road from Scott Stone, Inc.
3. The facility is open by appointment only.
4. The facility permit, site plan, and operations plan were discussed.
5. The facility is permitted to receive LCD, untreated and unpainted wood waste, uncontaminated pallets, and
uncontaminated soil.
6. The facility has not received solid waste during the last calendar year and for 2017 to-date. No compost or mulch
has been created and none is stockpiled on site.
7. Previously, material has been received from Alamance, Chatham, and Orange Counties.
8. The facility is composed of a LCD storage and processing area, a soil screening, stockpile, and load-out area, and
a temporary disaster debris staging site (TDDSS).
9. Material received is formed into piles allowing vegetation to grow atop and left to compost in-place.
10. High carbon:nitrogen ratio material is managed primarily for the production of screened soil, mulch can be
obtained if needed.
11. High nitrogen:carbon ratio material shall not be accepted.
12. It is estimated that a single axle truck holds ~ 7 - 8 tons, a tandem axle holds ~ 16 tons, a tri-axle holds ~ 18 – 20
tons, and a tractor trailer holds ~ 48,000 lbs of LCD (estimates do not include air space).
13. Land clearing debris can be converted using a factor of 400 pounds per cubic yard or 0.2 tons/yd3.
14. It is estimated that the facility has < 5000 yd3 of LCD on site. Additionally, it is assumed that much of the LCD
within the piles has decomposed.
15. The facility annual report (FAR) for July 2015 through June 2016 was received by the SWS, dated August 2,
2016. The facility did not receive solid waste but did received 540 tons of clean soil.
16. The facility is using clean soil to create a uniform LCD storage and processing area.
17. The facility has conditional approval for a TDDSS (number: DS01-001).
18. The area allotted for the TDDSS is 4.8 acres: 2.4 acres cleared and 2.4 acres treed.
19. It is suggested that the area containing trees is cleared in order to increase the area available for debris storage
during a disaster event.
20. During the inspection there was no material stored at the TDDSS.
21. If the facility plans to operate the TDDSS due to a disaster event the facility must notify the SWS prior to accepting
material. Material accepted at the TDDSS must be removed within six months of receipt.
22. No erosion or runoff was observed.
23. The Alamance County Volunteer Fire Department and the Mebane Fire Department can be contacted to respond
to an emergency at the facility.
24. The facility is secured by a locked gate.
25. The facility has a proper sign. Ensure the sign is securely affixed.
26. The permit expiration date is December 14, 2017.
27. The permit renewal application should be submitted to the SWS by August 14, 2017.
28. In preparation for the facility’s SWS permit renewal, it is suggested that the Department of Environmental
Quality, Division of Energy, Mineral and Land Resources (DEMLR) - Land Quality Section is contacted
regarding the National Pollutant Discharge Elimination System (NPDES) permit, number: NCG210421.
29. The Department of Environmental Quality (DEQ) - Winston-Salem Regional Office phone number is: 336-776-

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

30. Contact the SWS, Tony Gallagher - Composting & Land Application Branch Head at 919-707-8280, to discuss
the permit renewal procedure and/or the transition to a yard waste notification (YWN).
31. A YWN requires that the facility occupy < 2 acres and process and store less than 6000 yd3 quarterly.
