ADDITIONAL COMMENTS
The Facility is a Household Hazardous collection facility operated by Wake County Environmental Services and staffed
by ECOFLO technicians. This facility is permitted to receive Household Hazardous Waste (HHW) generated within
Wake County. The permit shall expire on January 1, 2020.
1. Signage posted at the facility indicates permit number, emergency contact numbers and hours of operation. The
hours of operation are listed as Monday thru Saturday,8:00 am to 4:00 pm, and an attendant is onsite during the
operational hours.
2. The site is secured by chain link fence and locked gate when not in operation.
3. Ecoflo, Inc. is contracted to manage the collection of HHW. Ecoflo, Inc. employees are onsite when the
facility is in operation. The certified operators are Nick DeRoche, Ecoflo, Lead Operator and Juan Balbuena,
Ecoflo, Site Manager.
4. Onsite personnel are trained in accordance with the approved training program in the Operation Plan.
5. The collection of HHW is conducted in open-air. Non-hazardous material is sorted by type and placed on
pallets. Hazardous material is sorted by type (flammable, oxidizing, poisonous), left in containers/jars, and
placed in 50 gallon drums. Drums are sealed daily. Used motor oil and associated liquids are poured into
collection drums. Hazardous material drums are placed atop secondary containment pallets.
6. The facility has a mobile office on site for employee use and records storage.
7. A canopy has been constructed over the waste collection and storage area to provide sun and rain protection for
both employees and the waste materials being collected. A trailer-type box storage unit with a number of
compartments to store HHW is used for temporary storage and bulking of HHW.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

8. During planned improvements in the area of the existing household hazardous waste (HHW), multi-materials
recycling facility, and drop-off convenience area at the South Wake MSWLF the county plans to move the
existing HHW mini-mobile unit and explosion-proof building from the current location to inside the existing
transfer station in order to facilitate construction and maintain customer service. After construction, the HHW
operation will transferred to the new permanent building.
9. The facility HHW Manifest for fiscal year 2017 was reviewed.
10. Facility emergency equipment is inspected weekly. PPE is replaced as it is used or as needed.
11. The facility also has a multi-materials recycling center and collects computers, televisions, and any electronic
device with a plug, and used oil, motor vehicle oil filters, motor vehicle batteries, cardboard (associated
cardboard baler on site), scrap metal, large plastic toys, fire extinguishers, propane tanks, scrap tires, and white
goods. Material collected is either placed in load-out trailers or into corrugated cardboard gaylords.
12. Waste Industries staff removes chlorofluorocarbons (CFCs) from white goods prior to loading.
13. The facility does not accept ammunition, explosives, and radioactive, infectious, medical, and commercial
wastes.
