1 Introduction
The Polk County Solid Waste Department (County) maintains two landfills at the Polk County Route 9
Landfill Facility (Site), located on the west side of North Carolina Route 9, approximately 1.5 miles
northwest of the community of Mill Spring (Figure 1).
The northernmost landfill area is an inactive, closed, permitted Construction and Demolition Debris
(C&D) Landfill (Figure 2). The 3.5-acre C&D Landfill (formerly known as the “Operating Landfill”) was
capped during the summer of 2006, and a Closure Plan was submitted to Mr. James Coffey at the
North Carolina Department of Environment and Natural Resources (DENR), now known as the
Department of Environmental Quality (DEQ), on August 21, 2006.
The second landfill is a Municipal Solid Waste (MSW) Landfill composed of two discrete areas in the
west-central and southern parts of the Site (Figure 2). The MSW Landfill (formerly known as the
“Closed Landfill”) is inactive, closed, and maintained by the County. It was officially closed on April 9,
1994.
Both landfills are regulated by the DEQ, Division of Waste Management (DWM), under Permit No.
75-02 (Polk County C&D Landfill and MSW Landfill) as well as DEQ Solid Waste Management Rules
Title 15A, North Carolina Administrative Code (NCAC) Subchapter 13B, Section .0500 (C&D Landfill)
and Title 15A NCAC 13B.1600 (MSW Landfill). The permit requires semiannual monitoring of
groundwater and surface water quality. This report is being submitted by Anchor QEA of North
Carolina, PLLC (Anchor QEA), on behalf of the County, in accordance with the monitoring and
reporting requirements stated in the permit as well as the rules, and it provides an evaluation of
surface water and groundwater quality for the C&D Landfill and an evaluation of the groundwater
quality for the closed MSW Landfill.

2 C&D Landfill
2.1 Sampling and Analysis Methods
Four monitoring wells (MW-01CD, MW-02CD, MW-03CD, and MW-04CD) and three surface water
locations (SS-1, SS-2, and SP-1) are monitored in association with the C&D Landfill. All monitoring
points, with the exception of MW-03CD, were sampled on September 21, and 22, 2016 by Altamont
Environmental, Inc. (Altamont), which became Anchor QEA on December 29, 2016. Monitoring well
MW-04CD was installed in January 2016 to replace MW-03CD, per the approval letter from Ms.
Elizabeth Werner of the DEQ. The approximate locations of the groundwater monitoring wells and
surface water sampling points are shown on Figure 2. Field sampling logs are included in Appendix
A.
Monitoring wells MW-01CD, MW-02CD, and MW-04CD are constructed of 2-inch-diameter Schedule
40 polyvinyl chloride (PVC) well material. Well construction logs for MW-01CD and MW-02CD are
not available. The well construction log for MW-04CD was included in Appendix B of the Spring 2016
Semiannual Water Quality Report (Altamont 2016). Prior to sampling, water level measurements were
obtained. Table 1 and Figure 3 present the groundwater elevation data relative to an assumed
benchmark elevation.
Monitoring wells MW-01CD and MW-04CD were each purged and sampled using a new, disposable
polyethylene bailer. The wells were purged of three successive well volumes prior to sample
collection. During purging, the pH, specific conductivity, dissolved oxygen (DO), oxidation reduction
potential (ORP), turbidity, and temperature were measured and recorded at the start of purging and
after each consecutive well volume was purged. After the third consecutive well volume was purged,
technicians collected a sample in laboratory-supplied sample containers, while wearing a new pair of
nitrile gloves. MW-02CD was purged and sampled in a similar manner; however, this well was purged
dry after the first well volume. Altamont personnel waited for the well to recharge sufficiently, then
collected a sample.
The surface water sample collected at the SS-1 location is representative of surface water quality
upstream of the landfill. The surface water sample collected at the SS-2 location is representative of
surface water quality downstream of the landfill. The surface water sample collected from the SP-1
location is representative of surface water quality at a nearby spring that is situated at an elevation
lower than the landfill in an apparent downgradient direction (Figure 2). At each of these surface
water sampling locations, pH, specific conductivity, DO, ORP, turbidity, and temperature were
measured and a grab sample was collected by a technician wearing a new pair of nitrile gloves.
Collected groundwater and surface water samples were immediately placed on ice in sample coolers
for transport to the laboratory. Proper chain-of-custody documentation was maintained during the
Fall 2016 Semiannual Water Quality Report 4 January 2017
collection and transport of each sample. A trip blank was also transported in the sample cooler and
analyzed for Appendix I volatile organic compounds (VOCs).
The groundwater and surface water samples were analyzed by TestAmerica Laboratories, Inc.
(TestAmerica), a laboratory certified in North Carolina, for Appendix I VOCs by United States
Environmental Protection Agency (EPA) Method 8260B and for Appendix I metals by EPA Methods
6010D, 6020B, and 7470A (Table 2). Additional observations and descriptions pertaining to individual
wells are provided on the sampling logs that are included in Appendix A. The report of laboratory
analysis and chain-of-custody forms are included in Appendix B. Additionally, water level
measurements and field parameters are summarized in the Electronic Data Deliverable (EDD) format
included in Appendix C.
2.2 Analytical Results
The laboratory analytical results for groundwater, surface water, and trip blank samples collected at
the C&D Landfill are provided in the report of laboratory analysis issued by TestAmerica and
included in Appendix C. In addition, all the laboratory analytical results are summarized in the EDD
format specified by the Solid Waste Section (SWS) on May 5, 2010.
As stipulated in the DWM document referenced above, all laboratory analytical results were reported
and appropriately qualified. Non-detections (non-detects), which are values reported by the
laboratory as below method detection limits (MDLs), are tabulated in Table 3 and the EDD, and are
qualified with the “U” qualifier. The MDL is the minimum concentration of a substance that can be
measured and reported by a laboratory with 99 percent confidence that the analyte concentration is
greater than zero. All detections (values above the MDL) were compared to analyte-specific Solid
Waste Section Limits (SWSLs) established by the SWS. The SWSL is the lowest concentration of an
analyte in a sample that can be quantitatively determined with suitable precision and accuracy. If the
reported concentration is above the laboratory MDL and below the method reporting limit (MRL),
the analytical result is qualified by the laboratory as estimated, and is flagged with a “J” qualifier (J-
flag). The MRL is the minimum concentration of a target analyte that can be accurately determined
by the referenced method. If the reported concentration is above the laboratory MRL and below the
SWSL, the analytical result is qualified as estimated, and is flagged with an italicized “J” qualifier
(italicized J-flag) by Altamont per DEQ requirements. The MRL is listed in the “Report Limit” (RL)
column in the report of laboratory analysis (Appendix C). Concentrations below the respective SWSLs
are not discussed in the text of this report unless they exceed their contaminant-specific water
quality standards.
Detected concentrations of analytes in groundwater samples were compared to current groundwater
quality standards specified in 15A NCAC 2L.0202, which are referred to as “2L standards”. Detected
concentrations of analytes in groundwater with no established 2L standards were compared either to
Fall 2016 Semiannual Water Quality Report 5 January 2017
the interim maximum allowable concentrations (IMACs) for Class GA and GSA groundwater (in
accordance with 15A NCAC 02L .0202 [c]) or Groundwater Protection (GWP) Standards, pursuant to
15A NCAC 13B.1634. Detections of analytes in surface-water samples were compared to 15A NCAC
2B surface-water quality standards (2B standards).
Table 3 presents the summary of laboratory analytical results for detected constituents only. Also
outlined in Table 3 are detections that were above their applicable SWSLs, as well as any analytes
that exceeded their respective 2L standards (including IMACs, if applicable), GWP Standards, or 2B
standards.
In the EDD (Appendix C), the identification of a well (“WELL ID” on the table) consists of the name of
the well prefaced by the un-hyphenated permit number for the facility. For example, the
groundwater sample from monitoring well MW-01CD is identified on the tables as 7502-MW01CD.
However, in the tables and figures of this report, the identification of a well consists of the name of
the well without the permit number associated with the facility.
2.2.1 Groundwater Samples
Eleven metals were detected in one or more of the groundwater samples collected from the
monitoring wells at the C&D landfill. All of the detected metals, with the exception of thallium, were
reported at concentrations above their respective SWSLs in monitoring well MW-04CD (Table 3).
Nine of these metals exceeded their respective 2L standards or IMACs in MW-04CD (Table 3). The
referenced exceedances in MW-04CD are likely due to well development issues. This well has proven
challenging to develop, due to its deep water level and limited water production. The turbidity
reading recorded for this monitoring well was 44.25 NTUs. Altamont sampling personnel noted that
while the turbidity was relatively low for this monitoring well, the groundwater that was purged and
sampled was brown in color and appeared saturated with sediment. Altamont is investigating
methods for further development of MW-04CD.
The sample collected from monitoring well MW-01CD had one metal that was detected above the
SWSL (zinc), while the sample collected from MW-02CD had three metals detected above respective
SWSLs (barium, lead, and zinc). Three metals (cobalt, lead, and vanadium) were detected above
respective 2L or IMAC standards in either MW-01CD or MW-02CD (Table 3). These results are
consistent with historical metals concentrations in these wells, and may be attributed to high
turbidity values (Table 3). Turbidity values for MW-01CD and MW-02CD were 194.7 NTUs and 442.3
NTUs, respectively.
One VOC (tetrahydrofuran) was detected in monitoring well MW-04CD at a concentration below the
laboratory MRL. No VOCs were detected at concentrations above their respective SWSLs (Table 3) or
water quality standards at the C&D Landfill.
Fall 2016 Semiannual Water Quality Report 6 January 2017
Groundwater pH readings were obtained from all monitoring wells sampled. The measured
groundwater pH values in MW-01CD, MW-02CD, and MW-04CD ranged from 5.96 Standard Units
(SU) to 6.27 SU, and were outside the 2L standard pH range of 6.5 to 8.5 SU (Table 3). These results
are consistent with historical data and are considered naturally occurring for groundwater in this
region.
2.2.2 Surface Water Samples
Three metals (barium, cobalt, and vanadium) were detected in one or more surface water samples
collected at designated sampling locations (Table 3). Barium exceeded its SWSL in SP-1 (SP-1). All
other results were below their respective SWSLs and 2B surface water standards.
No VOCs were detected in any of the collected surface water samples (Table 3).
The pH readings obtained from all sampled locations were within the 2B standard range of 6.00 to
9.00 SU (Table 3).
Turbidity values measured in the surface water samples ranged from 9.63 NTUs (SS-1) to 17.25 NTUs
(SP-1) (Table 3). These values were all below the 2B surface water standard of 25 NTUs.

3.1 Sampling and Analysis Methods
During the Fall 2016 sampling event, monitoring wells MW-2R, MW-3R, and MW-4 were sampled by
Altamont on September 21 and 22, 2016. Monitoring well MW-4 was installed to replace MW-1R, per
the approval letter from Ms. Elizabeth Werner of the DEQ. The approximate locations of the
groundwater monitoring wells are shown on Figure 2. Field sampling logs are included in Appendix
A.
Monitoring wells MW-2R and MW-4 were purged and sampled using low-flow techniques in
accordance with the procedures described in “Low-Flow (Minimal Drawdown) Ground-Water
Sampling Procedures” (Groundwater Issues [EPA April 1996]). During purging, the pH, specific
conductivity, DO, ORP, turbidity, and temperature were measured and recorded approximately every
3 minutes. Well purging continued until these parameters stabilized, as determined by three
successive readings in which each parameter was within a range of values, as follows:
pH +/- 0.1 unit
Specific conductivity +/- 3 percent
Temperature +/- 10 percent
DO +/- 10 percent
Turbidity +/- 10 percent
ORP +/- 10 millivolts
Once all these parameters stabilized, a groundwater sample was collected in laboratory-supplied
sample containers by a technician wearing a new pair of nitrile gloves. A duplicate sample was taken
at MW-2R to ensure consistency with laboratory practices, and is listed as MW-2RDUP.
The wells MW-1R, MW-2R, and MW-4 are constructed of 2-inch-diameter Schedule 40 PVC well
material, while MW-3R is constructed of 6-inch-diameter Schedule 40 PVC well material. Well
construction logs for MW-1R and MW-2R are not available. The well construction record for the
monitoring well MW-3R is available and was included in Appendix D of the Fall 2012 Semiannual
Water Quality Monitoring Report. The well construction record for the newly installed monitoring
well MW-4 is available and included in Appendix B of the Spring 2016 Semiannual Water Quality
Report (Altamont 2016).
Prior to sampling the wells, field parameters and water level measurements were obtained. Table 1
and Figure 3 present the groundwater elevation data relative to an assumed benchmark elevation.
Field parameters are presented in the sampling logs (Appendix A) and in the EDD (Appendix C).
Fall 2016 Semiannual Water Quality Report 8 January 2017
Monitoring well MW-3R was pumped dry using a Grundfos Redi-Flo2 Electrical Submersible Pump on
September 20, 2016 and the groundwater sample was collected following recharge the next day,
September 21, 2016.
Proper chain-of-custody documentation procedures were followed during collection and transport of
the samples. Analysis of the groundwater samples was performed by TestAmerica using the same
methods described in Section 2.1 (Table 2). Additional observations and descriptions pertaining to
individual wells are provided on the sampling logs included in Appendix A.
3.2 Analytical Results
Four metals were detected in one or more of the groundwater samples collected from the
monitoring wells. Of the detected metals, barium and zinc were present at concentrations above
their respective SWSL in one or more groundwater samples collected from the monitoring wells
(Table 3). Vanadium exceeded its IMAC in all of the samples collected from monitoring wells
associated with the MSW Landfill. Reported concentrations of vanadium in the monitoring wells at
the MSW landfill are consistent with historical concentrations.
Six VOCs were detected in one or more of the groundwater samples collected from the monitoring
wells (Table 3). Cis-1,2-dichloroethene was the only VOC detected above the SWSL (Table 3). None of
the VOCs were present at concentrations above established 2L groundwater quality standards.
The measured pH was below the acceptable range established as the 2L standard in MW-2R and
MW-4. Refer to Table 3 for sample results.
Turbidity values at the time of sampling monitoring wells MW-2R, MW-3R, and MW-4 ranged from
8.88 NTUs to 33.53 NTUs (Table 3).
Fall 2016 Semiannual Water Quality Report 9 January 2017
4 Background Monitoring Well
4.1 Statistical Analysis Methodology
In 2012, background monitoring well MW-3R was installed upgradient of the other two MSW
monitoring wells and three C&D monitoring wells. MW-3R was installed to establish background
concentrations of Appendix I VOCs and metals upgradient of the MSW Landfill and C&D Landfill.
MW-3R, consistent with the other five monitoring wells, is sampled on a semiannual basis. MW-3R
has been sampled nine times from October 2012 to September 2016.
A brief statistical analysis presented herein compares background concentrations in MW-3R to
downgradient monitoring wells, and applicable groundwater standards. Historical data was
summarized for MW-01CD, MW-02CD, MW-04CD, MW-2R, and MW-4 from the nine sampling
events occurring from September 2012 to September 2016. As previously noted in this report, MW-
03CD and MW-1R were not sampled during this event. Data from newly installed monitoring wells
MW-4 and MW-04CD is included in the summary. Tables 4 and 5 list the constituents detected in
each well for the subject monitoring period, minimum concentration, maximum concentration, and
average concentration of each detected constituent, as well as the frequency of detection in each
well. Results below the MDL were assumed to equal half of the MDL.
4.2 Results of Statistical Analysis
A comparison of VOCs is presented in Table 4. No VOCs were detected in the background well (MW-
3R) during the subject statistical analysis period. Six VOCs (1,1-dichloroethane, 1,4-dichlorobenzene,
chlorobenzene, cis-1,2-dichloroethene, tetrahydrofuran, and trichloroethene) were detected in one
or more of the downgradient monitoring wells. However, all detections were at concentrations below
the respective 2L standards. A comparison of the average concentrations of VOCs in downgradient
wells with the average concentrations of VOCs in the background well shows that the majority of
average concentrations in downgradient wells exceed those of the background well.
A comparison of metals is presented in Table 5. During the subject monitoring period, barium,
cadmium, chromium, and lead were detected in MW-3R at concentrations below applicable
groundwater quality standards. Vanadium was detected below its SWSL, but above its IMAC standard
in MW-3R. Thirteen metals were detected in one or more of the downgradient monitoring wells
(Table 5). Eight of the average concentrations of these metals exceeded groundwater quality
standards in one or more downgradient monitoring wells. Average concentrations for the majority of
metals in downgradient monitoring wells exceeded the average concentrations of those metals in
the background well.
Fall 2016 Semiannual Water Quality Report 10 January 2017
5 Summary
Altamont completed the second semiannual water quality monitoring event of 2016 at the Polk
County Landfills on September 20, 21, and 22, 2016.
Table 3 of this report, the TestAmerica report of laboratory analysis (Appendix B), and the EDD
(Appendix C) provide detailed analytical results and field data demonstrating the groundwater and
surface water quality at the Polk County Landfills.
Results for the newly installed replacement monitoring wells (MW-04CD and MW-4) are somewhat
mixed. Monitoring well MW-4 produces adequate water and exhibits lower turbidity levels than
those typically measured in the monitoring well that it replaced—MW-1R. As a result, metals
concentrations in the sample collected from MW-4 were lower than the average metals
concentrations historically measured in monitoring well MW-1R. In contrast, MW-04CD compares
closely to the monitoring well that it replaced (MW-03CD) in terms of water production.
Consequently, this monitoring well has been difficult to fully develop, resulting in highly turbid
samples that yield metals concentrations similar to those historically measured in MW-03CD.
5.1 Future Activities
Anchor QEA recommends that Polk County continue to monitor VOCs and metals concentrations in
groundwater and surface water at the closed C&D and MSW landfills. Based on the data trends and
evaluation presented in this report, Anchor QEA has discussed with Polk County options for
addressing the water quality impacts identified at the Site. Based on these discussions, Anchor QEA
proposes to implement additional sampling methods at monitoring well MW-04CD, which may
include filtering the sample or collecting a no-purge sample.
Anchor QEA will continue to monitor the groundwater and surface water on a semiannual basis at
the Polk County C&D and MSW Landfills. The next sampling event is scheduled for March 2017.

Lab Method The analytical method used to analyze the constituents.
CAS Number A unique number assigned by the Chemical Abstracts Service (CAS) to all identified parameters.
SWS ID Solid Waste Section Identification Number.
Units Micrograms per liter (µg/L) for analytical results, Standard Units (SU) for pH, and nephelometric turbidity units (NTU) for turbidity.
Collect Date The date on which the sample was collected in the field.
Result Analytical data reported by the laboratory or field data collected by Altamont.
MDL The method detection limit, which is the minimum concentration of a substance that can be measured and reported with 99% confidence that the analyte concentration is greater than zero.
MRL The method reporting limit, which is the minimum concentration of a target analyte that can be accurately determined by the referenced method.
SWSL Solid Waste Section Limit. This limit (identified by DEQ) is the lowest amount of analyte in a sample that can be quantitatively determined with suitable precision and accuracy.
U A laboratory data qualifier used for parameters not detected at concentrations above MDL.
J A laboratory data qualifier used for parameters detected at estimated concentrations above MDL but below MRL and SWSL.
J Assigned by Altamont to reflect a detected concentration that is greater than MRL and MDL but less than the SWSL.
B A laboratory data qualifier used for a compound that was found in both the laboratory blank and the sample.
2L
IMAC Interim maximum allowable concentration. IMAC concentrations are listed in Appendix #1 of the 2L.

GC/MS VOA
Method(s) 8260B: The %RPD of the laboratory control sample (LCS) and laboratory control standard duplicate (LCSD) for preparation
batch 490-373601 recovered outside control limits for the following analytes: Iodomethane.
No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.
Metals
Method(s) 6010D: The following sample was diluted due to the abundance of non-target analytes: MW-04CD (490-112432-3) at 10.0.
Elevated reporting limits (RLs) are provided. Dilution prepared by mixing 1 mL of sample with 9 mL of blank.
Method(s) 6020B: The method blank for preparation batch 490-373112 and analytical batch 490-374458 contained Vanadium above the
method detection limit (MDL). Associated samples were not re-analyzed because results were less than the reporting limit (RL) OR
practical quantitation limit (PQL).
No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.
