Dear Ms. Werner:

Robeson County is interested in expanding their existing Construction and Demolition
(C&D) Landfill (Permit No. 7803-CDLF-1997) onto the 9-acre area west of the existing C&D
Landfill, which was approved by NC DEQ for unlined C&D disposal in 1997. In order to
maximize waste disposal capacity, Robeson County is also considering expanding the waste
footprint to include filling the 100-foot buffer in between the existing C&D Landfill and the 9-
acre permitted C&D landfill area with a piggyback area onto the existing C&D Landfill. Please
refer to the attached Drawing No. 1.

The Permit to Construct for Phase 2 and the C&D Landfill, issued April 21, 1997,
included approval of the 9 acres of unlined C&D Landfill disposal area west of the existing C&D
Landfill. The approved unlined C&D Landfill had a 200-foot buffer from the western property
line of the landfill at the time of the application submittal and 100-foot buffer from the existing
landfill. The approved unlined C&D Landfill has an estimated life of 6-10 years based on 60 tons
per day at a density range of 700-1200 pounds per cubic yard. The proposed expansion will add
approximately 9 acres to the already approved C&D disposal area in the horizontal expansion
and piggyback area. Please refer to Drawing No. 1.

The 9 acres of unlined C&D Landfill area west of the existing C&D Landfill was
approved for C&D disposal as part of the Permit to Construct Application submitted by SM&E,
Inc. in July 1996. It is our understanding that the only section of the original application that
needs to be updated is the wetlands determination, due to the fact that the Army Corps of
Engineers considers wetlands determinations to be valid only for a period of five years from the
date they are issued. Accordingly, a follow-up wetlands investigation will be conducted.

We also understand that the original Permit to Construct Application submitted by
SM&E, Inc. in July 1996 included design for the base and the cap grades of the permitted 9-acre

C&D disposal area; however, the buffer area (1.75 acres) between the existing C&D Landfill
area and the permitted area was not previously considered for waste disposal. To establish base
grades for the C&D landfill expansion with appropriate separation from groundwater, JOYCE
proposes to use the long-term high water table defined in the Design Hydrogeological Report for
Phase 5 of the Robeson County Landfill, which was submitted to NC DEQ in April 2015.
