AREAS OF CONCERN AND COMMENTS:

4. Garbage Disposal Services, Inc. (GDS) is under contract with Burke County to haul municipal solid waste from the Burke County Transfer station to the Foothills Landfill in Lenoir, NC which includes providing the
waste transfer trailers; moving the waste trailers in and out of the receiving bay of the transfer station; and hauling the waste from the transfer station to the Foothills Landfill in Lenoir, NC. GDS has subcontracted
K.R. Drenth Trucking, Inc. (KRD) to meet the conditions of GDS’s agreement with Burke County.
5. The transfer station is permitted to receive municipal solid waste that has been generated from within Avery, Burke, Caldwell, Catawba, Cleveland Lincoln, McDowell, Mitchell, Rutherford and Yancey Counties.
6. Wastes must be transported to the Foothills Municipal Solid Waste landfill in Lenoir, Caldwell County.
7. The “residential” tipping fee at the transfer station is included in each resident’s county property tax bill. The “commercial / industrial” tipping fee is $62.00 per ton.
8. Used oil and used oil filters collection receptacles are located on the asphalt apron in front of the transfer
station. FCC Environmental out of Concord, NC (800-535-9694) collects the used oil and used oil filers as needed. This area is clean and well maintained. (Photo #1)
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

9. There are multiple roll-off boxes staged outside of the transfer station for the collection of recyclable
materials. This area is clean and well maintained. (Photo #10)
10. Waste screening records were reviewed. Random loads of wastes are screened two to three times each week.
11. The transfer station was actively receiving waste during the inspection. (Photo #3)
12. Leachate from the tipping floor is collected in a trench drain that runs across the entire front of the Transfer
Station. Leachate from the receiving bay is collected in a trench drain the runs across the width of the east end access. Both of these trench drains feed into a 5,000-gallon underground storage tank that is located off the SE
quadrant of the transfer station. The grates to both of these trench drains were free of debris. (Photo #4)
13. According to the September 2008 Revised Operations Plan (DIN 5821) prepared by Joyce Engineering, Inc. the leachate holding tank has a capacity of 5,000-gallons.
14. The leachate is pumped out and hauled to the City of Morganton’s Wastewater Treatment plant by Asbury’s Septic Tank Cleaning Service, Inc. of Morganton, NC. (828-433-7104) The leachate tank was most recently pumped out on 5/29/15.
15. While the interior walls of the transfer station are clean, and in good condition they will soon need to be cleaned. (Photo #5) 16. Lead-acid batteries had been set aside for recycling outside of the transfer station. (Photo #1, next to the oil
recycling tank.) 17. Multiple bait traps had been set outside of the transfer station to control rodents and other vermin.

18. Wind-blown litter was very well controlled. 19. There is a 2-inch water hose on site for fire control. (Photo #6) The Chesterfield volunteer fire department also
provides fire response for the facility.
20. The tipping floor was in good condition – no cracks and no worn concrete. 21. A roll-off box is maintained at the entrance to the facility, after the scale house, for the collection of household
trash and wastes from residents of Burke County. This roll-off box is equipped with a retractable tarp. (Photo #7)
WHITE GOODS AND SCRAP METAL:
22. White goods and scrap metal are staged on a new concrete pad that is surrounded by a chain-link fence that is topped with concertina wire. (Photo #8).
23. Refrigeration gases (CFCs) are removed from the white goods by OmniSource Southeast LLC.
24. OmniSource Southeast LLC collects the scrap metal as needed.
SCRAP TIRE COLLECTION:
25. Scrap tires that are still on the rim are disposed of for $2.50 to $3.50 each. 26. There are three semi-trailers on site for the collection, storage and transport of scrap tires to US Tire’s facility
in Concord, NC. (Photo #11) 27. Scrap tires that are still mounted on rims are collected and recycled by OmniSource Southeast LLC.

YARD WASTE:
28. Yard waste is ground into mulch for use on site and for sale to the public. (Photos # 12) 29. Burke County no longer owns a “tub grinder” for making mulch from yard waste or for making boiler fuel. The county “puts out to bid” the grinding of mulch on an “as needed” basis.
30. Mulch is sold to the public for:

ELECTRONICS RECYCLING:
31. Electronic wastes are collected at the transfer station and then moved to an out-building locate east of the landfill offices for segregation, palletizing and loading onto semi-trailers in preparation for shipment to Metech
Recycling out of Creedmoor, NC 919-528-6000. (Photo #9)
