Dear Mr. Oliver:

The Division Waste Management (DWM), Solid Waste Section (SWS) completes a review of
the permit application for a life-of-site permit and has no further comment at this time; hereby
the SWS issues Lenoir County a life-of-site Permit Approval to Operate for a continued
operating the Lenoir County Transfer Station (DIN 27279). According to North Carolina
General Statue (N.C.G.S.) 130A-294(a2), this permit for the Lenoir County Transfer Station
shall not expire until the Section approves final closure of the facility or revokes the permit
according to North Carolina Solid Waste Management Rule 15A NCAC 13B .0703 and N.C.G.S.
130A-23.

Enclosed please find a hard copy of the permit (DIN 27279), and the approved permit application
and drawings (DIN 27278) is also enclosed. Please place the permit and other approval
documents to the facility operating record; please also carefully review the permit and pay
special attention to the following permit condition, which shall be completed accordingly. The
permit conditions briefly stated below:

 General Permit Condition No. 3, Part I, Attachment 1 of the permit regarding permit
recordation requirement. The certified copy of the permit (enclosed) must be filed in the
Register of Deeds office in Lenoir County, and the copy (entire document including
permit) is returned to the SWS, within thirty (30) working days, from the date received,
with the page and book number, date of recordation, and Register’s seal.
