Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. All photographs were taken by Troy Harrison on September 29, 2016. 2. The Septage Land Application Site consists of Field 1 (8 acres) and Field 2 (8 acres). 3. The site is permitted for land application of domestic septage and grease septage. 4. The site is located at 707 Poplar Springs Church Road and has accessible all-weather roads to the septage land application field covered under the permit. 5. Appropriate signage was displayed at the site. 6. Disposal area boundaries were delineated with permanent markers. 7. All septage discharges appear to have been made within the disposal area boundary with the exception of small areas along the southern border. As a reminder, 15A NCAC 13B .0838 (a)(12) states: “All septage discharges, including aerial drift from discharges, shall be made within the permitted boundaries of the land application site”. 8. There were some small areas of heavy application and crop damage. As a reminder, 15A NCAC 13B .0838 (a)(15) states: “Grease septage shall be diluted at least 1:1 from its concentration when pumped with domestic septage or water if land applied over perennial vegetation. This dilution shall be increased if crop damage occurs. This dilution requirement shall not apply to the liquid portion of grease septage that has been adequately treated to remove solids, fats, oils and grease as long as crop damage does not occur”. The approved Nutrient Management Plan contained in your permit has fescue as the cover crop for all four fields. Planting of cover crops other than fescue is not approved in the current Nutrient Management Plan. You may wish to include other cover crops in the future.
