15A NCAC 13B .0844 (a) (3) states: “All access ports shall have proper fitting lids in good repair and be completely closed during transportation”.
Stanley Environmental Solutions was in violation of 15A NCAC 13B .0844 (a) (3) because the pumper vehicle No. 25
was observed to be leaking from the exit waste valve and around the cap.
The violation was corrected during the inspection, therefore no further action is required.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The inspection was conducted at 131 Mariposa Road, Stanley, Gaston County, North Carolina.

3. All of the tank appeared to be structurally sound and bolted to the frame.

4. Valves and access ports appeared to be secure with the exception of vehicle No. 25 which had a leak from the exit waste valve and around the cap. Caps were present on the access ports.
5. The truck was properly marked in accordance with the lettering requirements with the exception of the grey No. 67 truck which had phone number and address less than the 3” height requirement. This will
need to be replaced with correct lettering. Vehicles Nos. 19, 77 and 15 had some lettering that were either scratched or worn that will need to be replaced.
