ADDITIONAL COMMENTS: 1) This Facility is a closed MSW Landfill and a closed Asbestos Waste Disposal Site. 2) The Facility access road is of all-weather construction and appears well maintained at this time. 3) The site is secured by a locked gate at the Facility entrance. 4) Proper signage is posted at the entry gate stating the permit number and Facility contact information. 5) The closed Asbestos Disposal Area was reviewed. 6) The closed Asbestos Disposal Area is clearly marked and has a well-established cover crop of native warm season grasses. This area appears well maintained at this time. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6705_INSP_20170111 Page 2 of 4 7) Permanent, highly visible, edge-of-waste markers have been installed and are being maintained around the toe of the Facility. 8) Facility monitoring wells were reviewed. All reviewed wells were readily accessible, properly labeled, and secured with functioning locks. The wells have recently been re-painted with high visibility paint. 9) This Facility manages Landfill Gas through a collection system which is plumbed to the active Onslow County MSW Landfill, permit #67-09 for use at the LFG to energy plant. 10) The Facility cover crop is mowed semi-annually. Portions of the cover crop have recently been mowed. 11) This Facility has a well-established groundcover of native warm season grasses which is in overall good condition. However, several areas of sparse cover and erosion were observed on the northern and southern sideslopes. *Please work to repair these areas by filling and grading all eroded portions of the landfill cap. All repaired areas should then be seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6705_INSP_20170111 Page 3 of 4 12) The previously repaired area of leachate seepage on the Southern sideslope is continuing to seep. No leachate was observed leaving the footprint of the landfill. *Plans need to be underway to repair this area as soon as possible. All repaired areas should be graded at a slope not greater than 3:1, then seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. After repairs have been completed, please inspect these areas regularly for continued leachate seepage. Any areas of seeping leachate should be repaired immediately to prevent the release of leachate from the landfill. 13) An additional area of possible leachate seepage was observed adjacent to the previously repaired area. No leachate was observed leaving the footprint of the landfill. *Plans need to be underway to repair this area as soon as possible. All repaired areas should be graded at a slope not greater than 3:1, then seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. After repairs have been completed, please inspect these areas regularly for continued leachate seepage. Any areas of seeping leachate should be repaired immediately to prevent the release of leachate from the landfill. All repaired areas should be graded at a slope not greater than 3:1, then seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. 15) No violations were observed during this Facility Compliance Inspection. 16) *Corrective measures are required as a result of this Facility Compliance Inspection.
