STATUS OF PERMIT:
Active; Permit to Construct and Operate a Large Type III Solid Waste Compost Facility issued 17 June 2014; expires
17 June 2019. Approval to Operate Area 3 issued 22 November 2016. Pursuant to 15A NCAC 13B .0201(g), a
complete permit review request is due on or before 16 February 2019. This request must include updates to all
pertinent Facility plans and comply with the rules and regulations in effect at the time of the application.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Large Type III Solid Waste Compost Facility.
2) This Facility is permitted to receive for composting, hardwood and softwood sawdust, animal bedding,
ground corn cobs, ground and un-ground yard waste, Septage and FOG wastes (dewatered grease trap
residuals and Septage), floating fatty solids from animal processing or transportation, clean unfinished
wallboard, wood pallets with nails removed, clean untreated wood scrap, pre and post-consumer source
controlled food wastes, vegetative agricultural products, tobacco waste, hay and other forage, corn stover,
cotton gin trash, peanut hulls, landclearing debris, water treatment lime mud, and non-toxic/no-hazardous coal

combustion dust.
3) This site cannot exceed 50,000 tons of materials received and composted annually.
4) The hours of operation for this Facility are Monday through Friday 7:00 AM to 5:00 PM and Saturday from
7:00 AM to 3:00 PM.
5) This site is secured by a locked cable type gate at the Facility entrance and has controlled access for safety.
6) The cable was locked upon my arrival and no Facility attendant was on-site during this Facility Compliance
Inspection.
7) Signage has been posted at the entrance to the Facility listing the permit number, emergency contact number,
hours of operation, and the accepted/excluded waste streams.
8) The Facility access road is of all-weather construction and is well maintained at this time.
9) Boundary markers delineating the permitted operations area have been installed and are being maintained as
required.
10) Access around the Facility is stable and no areas of erosion were noted during this Facility Compliance
Inspection.
11) All buffer areas have been graded to promote positive flow of surface waters away from the compost pad and
seeded to establish a groundcover suitable to prevent erosion.
12) Facility groundwater monitoring wells were reviewed during this Facility Compliance Inspection. All wells
were readily accessible, properly labeled, and secured from unauthorized access.

13) All on-site construction activities have been completed.
14) The waste types at the Facility were reviewed and no unpermitted wastes were observed during this Facility
Compliance Inspection.
15) All feedstock, mixed compost, and finished product are being maintained in separate areas to prevent mixing
and/or contamination of the finished compost product as required.
16) Composting operations were underway during this Facility Compliance Inspection.

17) Adequate distance is being maintained between and around the compost windrows for fire suppression and
proper mixing.
18) The compost windrows are turned and aerated using a pull-type, PTO driven, Midwest Bio-Systems
Aeromaster PT 130.

19) The final compost product is screened using a RotoScreen R-454 for size before distribution. Fines are
distributed as compost while larger, coarse particles are cycled back into the compost process.
20) No fugitive dust was observed during this Facility Compliance Inspection.
21) Odors were minimal in the active composting area and none were noted at the permitted Facility boundaries.
22) No wind-blown debris was observed during this Facility Compliance Inspection.
23) This Facility appears to be well operated and in compliance with the approved Permit and Operations Plan at
this time.
24) No violations were observed during this Facility Compliance Inspection.
