Dear Ms. Martin:
On January 13, 2017 the Division of Waste Management, Solid Waste Section (Section) received your
email request entitled;
Dan River Landfill Phase 1 Subgrade. Prepared by Duke Energy. DIN 27252. January 2017.
In this email Duke Energy requested approval to strip the subgrade up to 6” below the permitted grades
and begin the placement of the compacted clay liner at the lowered elevation, due to weather factors,
background information on distance to ground water was provided. The Section hereby approves Duke
Energy’s request to reduce the subject subgrades. This letter and other referenced documents on this
matter should be included in the Construction Quality Assurance submission for Phase 1.
