Site is a permitted (SWC-11-09) Large Type II Composting operation currently permitted to receive, grind, compost, and
store wood waste material. By applying for this Temporary Disaster Debris Staging approval, the site wishes to be pre-
approved by the Section to accept those wastes generated from disaster events which also conform with the permit
restrictions.
Site is permitted to receive: Yard Waste - Tree and brush residue, residential waste such as tree prunings,
grass, leaves, etc. and Land Clearing Debris - Logs, stumps, brush, chips, etc.

A Development Permit "in area of special flood hazard" was granted by the Buncombe Cty Permits
& Inspection Division - conditionally such that "no wood waste/mulch to be stored in floodway"
6/19/00.
Facility controls leachate in accordance with the approved permit conditions and Operations and
Maintenance Manual.
Facility maintains a buffer from the parcel boundary and an approved erosion control plan is stated
in the Operations and Maintenance Manual.
Site access is controlled, facility is gated. An operator is on duty during hours of operation.
Site access is controlled. The facility is on a ~29 acre parcel and has the room and manpower to
direct increased traffic.
: Site has met all permit requirements (see above), except the SHPO and NHP approvals (as these
were not required during the original permit application process).
