1.0- INTRODUCTIONBACKGROUND INFORMATION **Revised May, 2011**
Hensons' Inc. (Hensons') has constructed a yard waste processing facility (Type I)
located at 116 Pond Road in Buncombe County, North Carolina.
In order to meet the requirements of the North Carolina Department of Environment
and Natural Resources (NCDENR) Division of Waste Management - Solid Waste Section,
Hensons' has compiled the attached information as outlined in Section . 1400 - Solid
Waste Compost Facilities. The plan for this facility is to produce mulch products. Future
operations may include composting the materials. The Site plan drawings and specific
permit documents were prepared for Hensons' by William G. Lapsley'& Associates, P.A.

2.4 -WASTE TYPES
The facility's feedstock will consist of wood waste as described below:
•Land Clearing Debris - Logs, stumps, brush, chips, etc. associated with land clearing
operations.
•Yard Waste - Tree and brush residue, residential waste such as tree prunings, grass,
leaves, etc.
•Commercial and Institutional Wood Waste - Untreated and unpainted wooden crates,
pallets, etc. that are not contaminated with plastics or food waste. The facility will not
accept treated engineered wood products such as plywood, oriented strand board
(OSB), or particleboard. The facility is designed to process approximately 300,000
cubic years (CY) of wood waste per year. The maximum amount of material on site
will be approximately 50,000 CY at any given time. The majority of this material will
come from land clearing operations. The material will be generated year round with
an increase during the drier summer months.
The facility utilizes natural soils as a pad. A soil evaluation was conducted. The soil
is predominately clay, and the seasonal high water table is greater than 12 inches below the
surface.
2.5 -SITE PLAN
The facility site plan (1"=50') is included with this permit application (Exhibit "A").
Generally, the existing site slopes at 5% to 45%. The site has been modified such that it will
generally slope 2% to 5% in the storage areas. The wood waste piles will be constructed to
facilitate drainage. Run-off collection and diversion control devices, as well as all processing
areas and structures, are shown on the site plan. Processing areas are shown in Figure 1.

2.6 -OPERATION DESCRIPTION
The following information describes the facility operation:

The facility will accept various types of uncontaminated wood waste. Some of the
wood waste will be ground prior to arriving at the site, and other material will be ground on
site. Various types of products may be produced with the ground wood waste to include
mulch, aged mulch, and compost. To produce these marketable products, any or all of the
following may occur on site:
Windrowing: Material will be piles in windrows that are approximate! y eight feet tall. The
material will "age" and be periodically turned with a front end loader.
Composting: Material may be composted utilizing the windrow process. Windrow
composting will be accomplished by placing material in long piles that are approximately
16 feet wide and six to eight feet high. The windrows will be periodically turned using a
front end loader, If any material is sold as a compost, it will be maintained above 131 °F
and aerated (turned) for a minimum of three days. Temperatures will be taken daily until
the 131 °F for three days has been met and then a. minimum of weekly. The temperatures
will be taken using a three foot long dial type temperature thermometer at 50 foot intervals
down the length of the windrow. Windrows being composted will be turned based on
temperature measurement. The exact procedure is described in the Operations and
Maintenance Manual. Aeration will be provided to the . composting material when it is
turned. Between turnings, the material will be porous enough to allow passive aeration
(natural convection and diffusion).
Screening: Various types of screens and screen sizes will be utilized on site. The screens
will allow sizing of wood materials to meet specific market demands. Any "avers" from the
screening process will be incorporated back into the new wood .waste.
Grinding: Grinding will be used for size reduction and help meet material specifications
based on market demands.

1.0 -INTRODUCTION
This Operations and maintenance (O&M) Manual was prepared for Hensons' Inc.,
Asheville Wood Yard. The objective of this O&M Manual is to provide guidance for operators
and outline required activities so that the facility operates in accordance with State (N.C.)
regulations and wood waste processing is undertaken with proper regard for the health and
safety of the facility operators and neighbors.
The Wood waste Processing Facility is located in Buncombe County. Operations at the
facility will not follow a precise routine. Specific operations will be performed depending on
the type and amount of incoming material and the materials being prepared for market.
Depending on the specific operations on any given day, several personnel may be on site
processing material.
Listed below are some general operations typically performed by personnel at the
facility.
•Drivers -Haul feedstocks and finished materials
•Front End Loader Operator -Load trucks, move material, feed screen, and feed grinder
•Grinder Operator-Reduce size of wood material
•Screen Operator-Size the final product
The operating schedule varies depending on the type and quantity. of incoming
materials and the priorities of the day. The operations may be performed seven days per week
depending on the work to be accomplished. Material will not be received nor processed
before sunrise or after sunset to minimize noise and other impacts on surrounding neighbors.
The permitted facility is also registered with the Division of Waste Management as a
temporary disaster debris staging site, TDDS Site DS11-004. Registry documentation is attached.
2.2 -LEACHATE TREATMENT
The wood waste piles are to be shaped to direct storm water runoff away from the
piles rather than through them. This will control the generation of leachate. All runoff from
this site is collected in the storm water sediment basins as shown on the site plan prior to
discharge to surface waters.
2.3 -SITE ACCESS
Uncontrolled public access is not allowed. An operator is on duty at the site while the
facility is open for public use. The entrance gate will be locked when an operator is not on site.
The road to the site is properly maintained to allow all -weather access.
2.4 -SIGNS
Signs stating that "no hazardous waste, asbestos containing waste, or medical waste is
allowed on site" are posted at the site entrance. Signs providing information on wastes that are
acceptable and dumping procedures are also posted at the site entrance. A copy of the signs
utilized is included as Exhibit "A."
2.5 -MATERIALS RECEIVING
The material receiving area has been noted on Figure 1. Incoming waste is inspected
and unacceptable materials are loaded back on the truck that brought it in and directed to a
permitted solid waste landfill.
Ground and ungrounded materials are acceptable on the site. Acceptable materials
include:
•Yard Waste -Tree and brush residue, residential waste such as tree pruning, grass,
leaves, etc.
•Land Clearing Debris -Logs, stumps, brush, chip, etc. associated with land clearing
operations
•Commercial and Institutional Wood Waste -Untreated and unpainted wooden crates,
pallets, etc. that are not contaminated with plastics or food waste.

Site is a permitted (SWC-11-09) Large Type II Composting operation currently permitted to receive, grind, compost, and
store wood waste material. By applying for this Temporary Disaster Debris Staging approval, the site wishes to be pre-
approved by the Section to accept those wastes generated from disaster events which also conform with the permit
restrictions.

A Development Permit "in area of special flood hazard" was granted by the Buncombe Cty Permits
& Inspection Division - conditionally such that "no wood waste/mulch to be stored in floodway"
6/19/00.
Facility controls leachate in accordance with the approved permit conditions and Operations and

Facility maintains a buffer from the parcel boundary and an approved erosion control plan is stated
in the Operations and Maintenance Manual.
