Scheer, P.E., Vice President, Senior Engineer – Smith + Gardner STATUS OF PERMIT: In 1973, landfill operations began in Phase 1 on this property. Facility permit 51-03 is a combination of facility permits 51-01 and 51-02. PTO MSW – Phase 4A: May 27, 2015, PTC C&D Area 2, Cell 2 and PTO: May 27, 2015 PTO MSW and CDLF expires September 28, 2019 PURPOSE OF SITE VISIT: Partial inspection STATUS OF PAST NOTED VIOLATIONS: NONE OBSERVED VIOLATIONS: NONE ADDITIONAL COMMENTS The service area for the MSWLF and C&DLF includes all 100 counties in North Carolina. The hours of operation are M-F, 8:00 am – 4:45 pm, Sat. 8:00 am – 3:30 pm, Sun. – Closed. The facility has proper signage. The facility is properly secured with a locked gate. Personnel are onsite during operating hours. The facility has a back-up generator for leachate pumping in case of power outages. The landfill gas generator is online and sending to the grid. The generator is located to the northeast side of the office. The generator is privately owned. Records were not reviewed during this inspection. MSWLF The working face at the MSW landfill appeared to be kept small and appeared to be well compacted with no unacceptable wastes observed. No evidence of leachate breakouts was observed during the inspection. The intermediate cover at the facility appeared in good condition and well applied. Side slopes are well maintained Yard waste is being well managed with storm debris being properly segregated to disaster debris site DS-51-002 just beyond the yard waste area. Permanent edge of waste markers were in place and being maintained. Perimeter road is being well maintained. Windblown waste was being well managed. C&DLF The working face at the C&D landfill was kept small and appeared to be well compacted. No unacceptable wastes observed in the working face. Side slopes are being stabilized with mulch and are well maintained. Permanent edge of waste markers were in place and being maintained. Perimeter road is being well maintained. Windblown waste was being well managed. CLOSED MSWLF There was no visible ponding of water over waste. Permanent edge of waste markers were in place and being maintained. Perimeter road is being well maintained. Good vegetation established, no bare spots noted. Vegetation was properly mowed to allow for routine inspections and any issues noted are addressed as soon as practical after detection to reduce or eliminate potential compliance issues. No evidence of leachate breakouts was observed during the inspection. Monitoring wells were accessible, properly labeled, and locked. Digital pictures were taken during the inspection.
