STATUS OF PERMIT:
Active; Permit to Operate issued 11 June 2012, expires 3 May 2017. Pursuant to 15A NCAC 13B .0201(c) and
.0206(a) a complete permit review request including updated Facility, Operations, and Waste Screening Plans was due
on or before 3 December 2016. This application (DIN 26974) was submitted to the Solid Waste Section as required
and is currently under review.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated
asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,

animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) This Facility is permitted as a Solid Waste Transfer Facility; all operations shall be in accordance with the
North Carolina Solid Waste Management Rules, 15A NCAC 13B; Article 9 of the Chapter 130A of the North
Carolina General Statutes.
4) An electronic copy of the current Facility Permit and Operations plan is maintained in the scalehouse.
5) The Facility contingency plan is not currently posted. *Please ensure that the Facility Contingency Plan is
prominently posted in an area readily accessible to all Facility personnel.
6) This Facility may receive Solid Waste generated within Beaufort, Bertie, Craven, Chowan, Hyde, Martin,
Pamlico, Pitt, Tyrrell, and Washington Counties.
7) All received waste is transported to either the East Carolina MSW Landfill, permit #08-03 in Windsor, Bertie
County, NC; the Upper Piedmont Regional Landfill, permit #73-04, in Rougemont, Person County, NC; or
the Brunswick Waste Facility, permit #583 in Lawrenceville Virginia.
8) Personnel safety meetings are conducted on the 1st Thursday of every month. A list of meeting attendees is
maintained in a logbook in the scalehouse.
9) The certified operators for this Facility are as follows:

29 November 2018
Danny K Coward: SWANA Certified Transfer Station Operations Specialist (TS-2015068); expires
12 August 2018
10) The leachate system maintenance, pumping, and inspections log is maintained in the scalehouse for review.
11) This Facility maintains a Certificate of Coverage (NCG080916) and a Stormwater Pollution Prevention Plan.
This plan was in order and presented for review. The plan includes records of all stormwater sampling and
monitoring and is updated annually as required.
12) Daily operations at this Facility are conducted by contract with Trio Legacy, LLC of Pantego, NC.
13) This Facility is currently receiving +/- 170 tons of waste per day.
14) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the Facility entrance.
15) The hours of operation are Monday through Friday 7:00 AM to 3:45 PM and Saturday 7:00 AM to 12:30 PM.
Three Holidays are observed: New Year’s Day, Thanksgiving Day, and Christmas Day.
16) The Facility is secured by means of a locked gate at the facility entrance.
17) The Facility access road is of all-weather construction and is being maintained in overall good condition.
18) This Facility does not accept asbestos containing wastes.
19) Scrap tires are placed in a roll-off container for direct haul to the tire management facility.
20) A roll-off container is maintained on-site adjacent to the paved turnaround for scrap metal and white-goods
removed from the waste stream.
21) This Facility is currently receiving +/- 150 tons of waste per day.
22) This Facility screens all incoming loads for unpermitted materials. However, a waste screening log is not
currently being maintained. *Please ensure that all required waste screening activities are recorded in a
logbook as required. This logbook should be maintained in the scalehouse and made available for review
during future Facility Compliance Inspections.
23) Access around the Facility overall is generally stable, however, several areas of erosion were noted during
this Facility Compliance Inspection. *Please repair all eroded areas by filling, grading, seeding and mulching
to establish a groundcover suitable to prevent erosion. Mechanisms may need to be installed to better control
and direct surface waters on-site to prevent future erosion issues.

debris is collected at the end of each workday or more often if needed and properly disposed.
25) No windblown debris was observed outside of the Facility perimeter fence.
26) There are five fire extinguishers; three in the transfer station, one in the loader, and one in the yard dog, for
fire control.
27) The trailer loading area is cleaned of any waste overflow at the end of each workday.
28) Leachate is collected on-site and stored in an underground tank which is pumped down and hauled for
treatment as needed. The leachate tanks have recently been pumped down and the leachate hauled to the City
of Washington Wastewater Treatment Plant for disposal.
29) There is one manhole present in the tipping floor for access to the leachate collection system and to provide
for additional drainage and collection as needed.
30) Leachate is restricted to the tipping floor and directed to the collection system by a small berm at the
entryway edge of the tipping floor.
31) Overall, leachate and the leachate collection system appear to be well managed at this time. However, the
leachate collection drains in the trailer loading bay were partially blocked. *To ensure proper functioning of
the leachate collection system, please ensure that the leachate collection drains are maintained clear of
sedimentation and debris.

32) There are two hose-bibs, one located at the front corner of the Transfer Station and one located at the loading
bay exit for wash-down and fire suppression.
33) The tipping floor is cleaned and washed down daily and appears well maintained at this time.
34) The concrete push walls are cleared of waste daily.
35) The interior walls of the Facility are in need of cleaning. *Plans need to be underway for the cleaning/pressure
washing of the interior walls of the Facility.
36) The Facility is protected by highly visible, safety bollards at the entrance to the tipping floor, and at the trailer
loading bay entrance and exit.
37) The waste type was reviewed; no unpermitted wastes were noted during this Facility Compliance Inspection.
38) Waste received at the Facility is loaded into the transport trailers in a timely manner.
39) This Facility maintains an adequate number of trailers on site to properly manage the volume of waste
received during operating hours.

40) Secondary containment is maintained around the Facility fuel storage area. The secondary containment
appears well-maintained with adequate storage. The secondary containment drain valve was unlocked and
open during this Facility Compliance Inspection. *Please ensure that the drain valve for the fuel storage
secondary containment is maintained closed and secured with a functioning lock at all times.
41) Overall, this Facility is well maintained and no violations were observed during this Facility Compliance
Inspection.
42) *Corrective measures are required as a result of this Facility Compliance Inspection Report.
