Please find the enclosed permit approval to operate for the Pasquotank County C&D Landfill,
Permit No. 7002-CDLF-1996, which approves the continued operation of the facility. This is a
life-of-site permit based on the approval granted by the Pasquotank Board of Commissioners on
April 4, 2005.

In general, the facility permit does not reiterate permit conditions which are included in the Solid
Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which are
included within the approved plans. Please review the conditions of the permit thoroughly.
