Mr. Francis:
The Division of Waste Management, Solid Waste Section (Section) has completed a review of
the submittal titled Updated Facility Boundary Plat (DIN 25380). The document was submitted
on your behalf by McGill Associates and was received in the Asheville Regional Office on
December 10, 2015.
The submittal includes a cover letter explaining the change in the facility boundary and the
Facility Boundary Plat, Drawing No. V-101. The Facility Boundary Plat, Drawing V-101 (DIN
27501) was revised on March 4, 2016 to include the acreage for each parcel within the new
facility boundary. Based on this review, the Section authorizes the increase in the facility
boundary as part of the ongoing Assessment of Corrective Measures. The following table
provides a list of Properties Approved for the Solid Waste Facility within the indicated
boundary:

Please note, to ensure the new parcels are properly identified as being part of a solid waste
management facility, the recordation requirements of N.C.G.S 130A-301 need to be met.
Normally, this would be accomplished by recording the most recent Permit issued to the facility.

However, given the referenced facility is closed, the Closure Letter, issued on December 13,
1995, is the most recent Permit document and should be used for the recordation. I will send a
hardcopy of the Closure Letter along with a notarized certification and recordation form. All of
the pages within this group of documents need to be recorded by the Register of Deeds and
indexed in the grantor index under the name of the land owner. A copy of the recorded
documents bearing the Register of Deeds stamp must be submitted to the Section as proof of
recordation. The facility boundary change will become effective once the proof of
recordation has been submitted to the Section.
