Johnston County Phase 1-4A Landfill June 2016 Semi-Annual Groundwater Monitoring Report October 2016 Page 1 1.0 INTRODUCTION Smith Gardner, Inc. (S+G) is pleased to present the semi-annual sampling report for the Johnston County Landfill facility, Solid Waste Permit #51-03. The landfill facility consists of an active C&D landfill, closed Municipal Solid Waste (MSW) unlined landfill units Phases 1-4, closed Subtitle-D MSW landfill Phase 5, and active MSW Phase 4A. Phase 4A currently accepts MSW in a double-lined landfill located as a “piggy back” over the closed, unlined Phases 3 & 4. The Johnston County Landfill is required to submit semi-annual groundwater monitoring reports in accordance with Solid Waste Section Rule 15A NCAC 13B .1632. The current permit to operate1 for this facility was issued 9/28/2009. This report presents the semi-annual groundwater monitoring results for the event conducted June 13-16, 2016. Previously, the C&D, Phases 1-4 and 4A, and Phase 5 units were each reported separately. However, the monitoring network was revised in the updated Water Quality Monitoring Plan (WQMP)2, included in the 2014 Permit Renewal Application3, which established a single report for the facility rather than separate reports for each landfill unit. This report includes a field procedure summary, laboratory analyses, time vs. concentration graphs and groundwater characterization for the facility. 2.0 SITE GEOLOGY The Johnston County Landfill Facility is underlain by Middendorf Formation sediments deposited largely in a deltaic system. According to Geology of the Carolinas (Horton/Zullo, 1991) the Middendorf Formation comprises unfossiliferous, interbedded, thin clay and sand. The stratigraphy tends to be discontinuous indicating lenticular sediment deposits. Most sediments range from silty clay to coarse clayey sand and gravel with thin dense clay lenses. There are occasional concretions of iron oxide minerals that form hard thin layers within the sand layers. In general, the unconsolidated sediments logged during drilling events at the site contained medium to coarse sands with some silts and clays. The Middendorf Formation is underlain by the highly weathered metamorphic rocks of the Carolina Slate Belt. Topography controls the Middendorf Formation thickness, with the bottom being relatively flat- lying at elevations of approximately 170 fmsl4. The unconsolidated sediment thickness ranges from approximately 65 feet to less than 10 feet in the lower elevations surrounding the landfill. 3.0 SAMPLING LOCATIONS The groundwater monitoring network comprises 20 well monitoring locations, five of which are categorized as assessment well monitoring locations, five surface water locations, located both 1 Johnston County MSW & C&D Landfill Permit to Operate, Facility Permit No. 51-03. Monitoring well MW5-1 serves as the background well for the site. Please note this is the first sampling event for newly installed monitoring well PM-1. A trip blank (TB) and equipment blank (EB) were also included with this event for quality control. Table 1 presents the monitoring network details including well construction information and the primary monitoring focus. Sampling locations are shown on Figure 1. Monitoring well construction information is presented in Appendix A. 4.0 SAMPLING PROCEDURES The sampling event, performed by Smith Gardner, Inc. personnel from on June 13-16, 2016, was conducted in accordance with the approved site Water Quality Monitoring Plan2. Sampling methods followed the protocol outlined in the North Carolina Water Quality Monitoring Guidance Document5 for Solid Waste Facilities (NCDENR, DWM). The depth to water in each well was gauged prior to purging and sampling. Groundwater elevation data is presented in Table 2. Samples were collected in laboratory prepared containers for the specified analytical procedures. Samples were collected from dedicated pumps in wells where these are installed, or by using new factory sealed teflon bailers in wells without pumps. Groundwater samples were properly preserved, placed on ice and transported to a NC certified laboratory facility within the specified holding times for each analysis. 5.0 FIELD AND LABORATORY RESULTS 5.1 Field Results Temperature, pH, turbidity and specific conductance were measured in the field via direct read instruments. In general, field parameter results remained consistent with previously reported sampling events. Field parameter results are summarized in Table 3. 5.2 Laboratory Analysis Collected samples were transported to Prism Laboratories, Inc., a North Carolina certified laboratory (NC Certification #402) located in Charlotte, NC for analysis; including Appendix I metals, VOC’s, BOD, COD, TSS, phosphorous, ammonia, nitrate and sulfate. Laboratory analysis was conducted via the SWS approved methods listed in the laboratory report. Johnston County Phase 1-4A Landfill June 2016 Semi-Annual Groundwater Monitoring Report October 2016 Page 3 5.3 Laboratory Results Laboratory analytical results were compared with the 15A NCAC 2L 0200 Groundwater Standard (2L Standard), Solid Waste Section Groundwater Protection (GWP) Standards, NC DWM Solid Waste Section Limits (SWSL) 6 and Federal Maximum Contaminant Limits (MCL). Surface water results were compared with the NCAC 2B Standard for Class C waters (2B Standard). Prism defined “J” values as “detected but below the Reporting Limit (RL); therefore, result is an estimated concentration.” Values below the Reporting Limit (BRL) are considered non-detected. Constituents reported at concentrations above their 2L or GWP Standards are depicted as historic graphs in Appendix C. 5.3.1 Inorganic Constituents Two inorganic constituents: arsenic (CDMW-9D) and lead (MW5-6) were detected at concentrations above their 2L Standards this event. Two inorganic constituents were detected above their GWP Standard.  Cobalt (CDMW-6, CDMW-7, CDMW-8, CDMW-9D, MW-6, MW-7B, MW-8D, MW-9C, MW-11, MW-12B, MW-5-1, MW-5-2, MW5-5, MW-5-6 and PM-1)  Vanadium (MW-7B and MW-9C) Turbidity levels (Table 3) may have biased the inorganic concentrations for select well samples high. The influence of turbidity on inorganic results in general, and these constituents in particular, at this site was characterized in the Revised Groundwater Assessment Report7 which compared analytical results of filtered and unfiltered samples. This report concluded that inorganic constituents in the natural soils yielded biased-high total inorganic results when samples were turbid. Detected inorganic constituents are presented in Table 4. 5.3.2 Organic Constituents Eight volatile organic constituents were detected above their 2L Standards. Johnston County Phase 1-4A Landfill June 2016 Semi-Annual Groundwater Monitoring Report October 2016 Page 4  1,1-Dichloroethane (CDMW-9D and MW-11);  1,2-Dichloroethane (CDMW-9D);  1,2-Dichloropropane (CDMW-9D and MW5-2);  1,4-Dichlorobenzene (CDMW-9D, MW-7B and MW-12B);  Benzene (CDMW-9D and MW-12B);  Chloromethane (CDMW-8);  Tetrachloroethene (CDMW-9D); and  Vinyl Chloride (CDMW-9D) Chloromethane has historically not been detected above the 2L Standard and was detected in the equipment blank at a concentration of 0.6 ug/l this event. It is likely not representative of landfill conditions however; we will continue to watch in case a trend appears. Organic constituent detections are summarized in Table 5. 5.3.3 Surface Water Results No inorganic constituents were reported at concentrations above their 2B Standards. Available analytical results are summarized in Tables 4 and 5, respectively. 5.3.4 Leachate Analysis Leachate samples were collected from the C&D leachate collection system, the Phase 4A leachate collection system and leak detection zone and the Ph.5 leachate collection system. A summary of constituents detected in the leachate is included in Table 6. 5.3.5 Leachate Lagoon Wells The leachate lagoon wells (LL-1 through LL-4) are positioned around the leachate storage pond located in the northwestern portion of the facility. Leachate lagoon well #2 had a reported concentration of cobalt above its GWP Standard this event. Analytical results are provided in Table 6. 6.0 SITE ASSESSMENT/REMEDIAL ACTION The Johnston County lined C&D landfill, and the Phase 4A landfill were constructed as “piggy- back” landfills that partially covers the side-slopes of the existing unlined Phase 3 MSW landfill. The remedial action plan includes construction of several lined “piggy-back” cells and a partial geomembrane cover to limit rainwater infiltration into the unlined waste mass. When remedial action is completed approximately 70 to 75% of the Phase 3 and 4 landfills will be covered to reduce infiltration and the production of uncontrolled leachate. Johnston County Phase 1-4A Landfill June 2016 Semi-Annual Groundwater Monitoring Report October 2016 Page 5 7.0 STATISTICAL ANALYSIS Statistical analysis is not performed for the site in accordance with the site WQMP and NC Solid Waste Section Rule 15A NCAC 13B .1632. 8.0 GROUNDWATER CHARACTERIZATION A potentiometric surface map was prepared from groundwater data collected during this event. Data indicates groundwater is flowing generally to the north towards Middle Creek, which is consistent with groundwater flow patterns previously detected for the site. The potentiometric surface map is included as Figure 1. Groundwater flow velocities during the sampling event were calculated using the equation: V = Ki/n where K = hydraulic conductivity i = groundwater gradient n = porosity Available groundwater flow velocities ranged from 0.015 ft/day (CDMW-3) to 0.535 ft/day (MW- 9C). Average flow velocity this event was 0.166 ft/day. These calculated flow velocities are included in Table 2. 9.0 CONCLUSIONS The Johnston County Landfill shows generally stable groundwater quality, indicating that impact remains from the unlined landfills and is not due to current waste disposal activities. Constituent concentration graphs over time indicate the concentrations of constituents detected at the site remain generally stable. Although a slight upward trend can be seen in some graphs, the actual scale of change is very minor. We will continue to monitor the data from future events. Elevated inorganic constituents are likely due to naturally occurring concentrations in the soils and bedrock at the site and increased sample turbidity which can bias laboratory results high. This is supported by the results of the Revised Groundwater Assessment Report completed in 2005. Please note that remedial strategies are ongoing at the site. The Phase 4A landfill unit (a double-lined landfill designed as a “piggy-back” over unlined Phases 3 and 4), was implemented as a presumptive remedy to reduce rainwater infiltration into the unlined landfills. Additionally, a lined C&D landfill was constructed over part of Phase 3 to further reduce rainwater infiltration and leachate production. These strategies are expected to help improve groundwater quality over time. The next semi-annual sampling event is tentatively scheduled for April 2017. Results will be reported after a laboratory data review.
