PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. A gate was located at the entrance to the facility to prevent unauthorized access. 2. The landfill was stabilized with native vegetation at the time of the inspection. 3. Edge was waste markers consisting of PVC pipes placed over steel stakes were in place at the time of inspection. The marker located at the northwest corner of the landfill was falling over at the time of inspection. Mr. McGraw was able to pull the marker to an almost upright condition. However, additional work is needed to properly repair the marker. x Additional edge of waste markers were needed along the southern perimeter of the landfill as requested on the previous inspection report. 4. An area of significant ponding was observed on the north side of the landfill adjacent to the scalehouse. This area measured approximately 12-feet X 25-feet. The facility experienced heavy rains over the previous two days prior to the inspection. It is recommended that this area be monitored for excessive ponding. If the condition persists, Alleghany County should repair this area to prevent future ponding. 5. No areas of significant settling were observed. 6. Taller vegetation and vines were observed around the methane monitoring well located near the center of the landfill. Please ensure that vegetation around the well is cut back and maintained. 7. An area of tall grass with multiple bare spots was observed just south of the methane monitoring well. This area did not appear to have been mowed in quite some time and also appeared to be a temporary storage area for facility equipment. It is recommended that all facility equipment observed in this area (rebar, 1 PVC pipe, 4” corrugated plastic pipe, and multiple threaded metal bolts) be removed so the area can be properly maintained. Any bare areas where equipment once sat must be stabilized with a groundcover sufficient to restrain erosion. 8. Multiple small trees appearing to be less than 6-inches in diameter were observed growing on the landfill. All trees should be removed. Trees were observed at the northeast corner of the landfill, on the east side near the edge of waste marker, and on the south side near the woodline. 9. Groundwater monitoring was being performed semiannually. Reports for 1st and 2nd semiannual sampling events for 2013, 2014, 2015, and 2016 were verified during an inspection of the Alleghany County Transfer Station on September 14, 2016. 10. Methane monitoring was being performed quarterly. Quarterly sampling results for 2013, 2014, 2015, and the first two quarterly sampling results for 2016 were verified during an inspection of the Alleghany County Transfer Station on September 14, 2016. No exceedences above applicable standards were found. 11. During the previous inspection, it was requested that facility personnel ensure that filing of documentation be organized and kept so that all required documentation could be easily located and presented upon request. This inspection found a significant improvement in the filing organization of documentation. Your efforts to address this concern are appreciated.
