STATUS OF PERMIT:
A Permit to Operate 1808T-TRANSFER-, City of Hickory Transfer Station was issued to the City of Hickory on
February 22, 2016. The permit shall expire February 19, 2020.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
General Permit Condition No. 3 states: “The permit shall not be effective until the certified copy of this permit which
shows current ownership and references legal descriptions for all land within the solid waste management facility
boundary is recorded in the Register of Deeds office and indexed in the grantor index under the name of the owner of the
land in the county or counties in which the land is located. The certified copy of the permit affixed with the Register’s
seal and the date, book, and page number of recording must be returned to the Section within 30 calendar days of
issuance of this permit. If the Section does not receive the certified copy of the recorded permit within 30 calendar days
of issuance of the permit, then and in that event, the permit is suspended and of no effect until the date the Section receives
the certified copy of the recorded permit.”

The Solid Waste Section provided the City of Hickory a certified copy of the Permit to Operate for recordation by letter
signed by Larry Frost, Engineering Project Manager, and dated February 22, 2016. A certified copy of the permit has not
been submitted to the Solid Waste Section as required. Therefore, the City of Hickory is in violation of General Permit
Condition No. 3.
To achieve compliance, within 30-days of issuance of this inspection report, the City of Hickory must provide proof that a
certified copy of the permit has been previously recorded or a certified copy of the Permit to Operate affixed with the
Register’s seal and the date, book, and page number of recording must be submitted to the Solid Waste Section. Failure to
comply with this violation could result in additional enforcement action. The certified copy should be submitted to:

ADDITIONAL COMMENTS
1. The facility consists of a Municipal Solid Waste Transfer Facility having a service area of the City of Hickory
only.
2. Waste screening reports were verified for January 2016 – September 2016. Screenings appeared to have been
performed with adequate frequency. Reports provided good documentation of observed unacceptable waste
streams and final disposition of those wastes.
3. The permit and operations plan were discussed.

5. Gates were provided at both entrances to the facility to prevent unauthorized access.
6. The facility signage has been corrected since the last inspection to display the proper permit number. Thank you
for your attention to this matter.
7. Waste is unloaded directly into hoppers by city vehicles. As waste is offloaded, the transfer station attendants view
the waste being deposited into the hopper through a one of two windows in the operator room.
8. The tipping floor of the transfer station was well managed and free of residues.
9. No unacceptable waste streams were observed.
10. Leachate drains located within the floor of the facility were free of obstruction and appeared operational.
11. Windblown waste was well managed at the time of inspection.
12. Bait boxes were provided around the perimeter of the building to control vectors.
13. Exterior drains within the paved and concrete portions on the south side of the facility deposit into the sanitary
sewer system. The drains appeared to be operational at the time of inspection.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
