Dear Mr. Toepfer:
The North Carolina Division of Waste Management, Solid Waste Section (Section) has reviewed
the Updated Water Quality Monitoring Plan (DIN 27113) submitted on your behalf by Geosyntec
on November 15, 2016 for the CCR Landfill at the L.V. Sutton Energy Complex. The Section
approves the updated Water Quality Monitoring Plan (WQMP). This WQMP supersedes the
original Plan submitted with the Permit to Construct Application (DIN 25549).
The updated Water Quality Monitoring Plan includes eight (8) monitoring wells associated with
Phase 1 (Cells 3-8), three (3) monitoring wells associated with Phase 2 (Cells 1-2) and three (3)
monitoring wells associated with Phase 3 (Cells 9-11). This water quality monitoring network
shall be sampled semi-annually. It is the Section’s understanding that the monitoring wells will
be installed on a per Phase basis. Upon completion of well installations, submit the boring logs
and well construction records (Form GW-1b) to the Section.
Groundwater monitoring wells associated with Phase 1 must be sampled for the Appendix I
constituent list prior to waste placement. In addition to a hard copy, provide the Section with
an electronic copy of the groundwater monitoring data collected at the landfill facility.
Guidelines for sampling groundwater and submitting data electronically can be located on the
