Spoke to Mr. Woodall on site regarding the problem area. OBSERVED VIOLATIONS: 1. .0838(a)(10) Disposal area boundaries shall be clearly marked on the ground while a site or any portion of a site is in use. There are missing markers along the dividing line between fields 6 & 7. There are also missing markers at the lower side of field 6. Reviewed the site map with Mr. Woodall & discussed the missing field markers. Repost the needed markers immediately. SEE BACK The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. Took soil samples at this time (16 boxes) – received a check for NCDA. Did not review site logs at this time. 2. The required signs are posted at the gate entrance and the access road is adequate. 3. It appears that the approved setbacks are being met and there was no sign of land application outside the permitted boundaries. 4. No sign of recent application and no odors noted. 5. It appears that field 8 is currently planted in fescue although per the approved nutrient plan field 8 should be planted in small grain at this time. Reviewed the field crop list in the approved nutrient plan with Mr. Woodall who stated that he would verify the cropstand on each field per the list – if changes have occurred please submit a revised list (with signature & date).
