The Charlotte Observer Building, located at 600 South Tryon Street, is a five-story office building with a basement and a basement tunnel that extends northwest below South Church Street to the Charlotte Observer Warehouse. The warehouse is a one-story building located at 621 South Poplar Street. The roof of the warehouse was in use as a parking deck. Suspect building materials were collected from the buildings, which are slated for demolition. The site survey area comprised approximately 394,800 square feet. The asbestos survey was performed by Diana Lanier, North Carolina Asbestos Inspector (License No. 12694) and Kevin Headd, North Carolina Asbestos Inspector (License No. 11002), on June 17-20, 2015, June 29, July 1, and July 9, 2015. The Charlotte Observer Building and warehouse were built in 1971, with the exception of the northeastern part of the building located in the basement that was constructed prior to 1929 and the press room in the basement that was constructed in 1969. Numerous upgrades and renovations have occurred since the initial development. The ACM survey included interior areas and exterior areas in preparation for demolition estimates and activities. Because a demolition date has not been determined, the survey did not include assessment of suspect ACM on the roof, and no roof core sampling was conducted. The suspect ACM roofing materials will need to be assessed and any identified ACM will need to be abated prior to demolition. BACKGROUND During the ACM survey, Cardno was provided limited assessment and abatement information related to thermal system insulation (TSI) in the survey area. Based on this review, minor TSI abatement as part of prior system maintenance has occurred. Documents provided by maintenance staff indicated the presence and removal of localized ACM as TSI. The prior information was used to further evaluate TSI existing at the site. ASBESTOS-CONTAINING MATERIAL SURVEY The site buildings were visually surveyed for the presence of building materials that are suspected to contain asbestos. The asbestos survey consisted of three basic procedures: 1) conduct a visual observation of the buildings; 2) identify homogeneous areas (HAs) of suspect surfacing, thermal system insulation, and miscellaneous materials; and 3) sample accessible, suspect materials. The Charlotte Observer Facility Asbestos Survey December 3, 2015 2 Homogeneous Areas Prior to sample collection, functional spaces and HAs were identified and listed to develop a sampling strategy. An HA can be described as a material of similar appearance and texture with the same installation date and function. A functional space is an area that may contain one or more HAs. Based on the age of the on-site buildings and the potential for significant previous renovations, each floor of the Charlotte Observer Building, Basement Tunnel, and Warehouse were considered separate functional spaces. The actual number of samples collected from each HA within a functional space may vary, based on the type of material and the professional judgment of the inspector. The table below presents the functional spaces, with estimated areas in square feet, for the site survey area. Hazard Assessment Factors From the list of suspect homogeneous materials, a physical assessment was performed for each material on the list. A physical assessment includes evaluating the condition, assessing the potential for disturbance, and determining the friability of each material. Friability is a term used to describe the ease in which a building material inherently lends itself to disturbance. By regulatory definition, friable materials are those that can be crumbled or reduced to powder by hand pressure when dry. Each material on the list was further classified into one of three categories, which have specific sampling requirements for each category. Surfacing Materials: Refers to spray-applied or trowelled surfaces such as plaster ceilings and walls, fireproofing, textured paints, textured plasters, and spray-applied acoustical surfaces. Thermal System Insulation: Refers to insulation used to inhibit heat gain or loss on pipes, boilers, tanks, ducts, and various other building components. Miscellaneous Materials: Refers to friable and non-friable products and materials that do not fit in any of the above two categories such as resilient floor covering, baseboards, mastics, adhesives, roofing material, caulking, glazing, and siding. This category also contains wallboard and ceiling tile. Materials were then assessed by their condition as good (intact), fair (damaged), or poor (significantly damaged) per Title 40 Code of Federal Regulations Part 763. Material with localized significant damage was identified as poor if and when observed. The Charlotte Observer Asbestos Survey December 3, 2015 Sampling Strategy The asbestos survey was conducted in general accordance with the EPA Asbestos Hazard Emergency Response Act (AHERA) protocols using a minimum number of samples collected from each HA, to meet the sampling requirement found in 29 CFR 1926.1101. If the analytical results indicated that all the samples collected per HA did not contain asbestos, the material would be considered a non-ACM. However, if the analytical results indicate one or more of the samples collected per HA contains asbestos in quantities of greater than 1 percent asbestos (as defined by EPA), the entire material will be designated and should be managed as an ACM. Materials which can visually be determined to be non-asbestos (i.e., fiberglass insulation, baseboard glue, wood, etc.) by the accredited inspector are not required to be sampled. Miscellaneous materials require representative sampling which is typically done by collecting at least one (1) sample per material. Inspectors typically rely on other survey observations such as the condition, friability, and quantity of material to determine what would be a sufficient amount of samples to accurately evaluate the presence or absence of asbestos materials. For the Charlotte Observer the following functional spaces were utilized for the survey: Basement, First Floor, Second Floor, Third Floor, Fourth Floor, Fifth Floor (Penthouse), Exterior, Basement Tunnel, and Warehouse. As deemed appropriate by the asbestos survey field personnel, some materials such as the thermal system piping insulations and elbows were treated as an overlapping HAs for the site survey area. Sample Collection During the sampling event, bulk samples of identified suspect ACM were generally collected and placed into individual containers for transport to a National Voluntary Lab Accreditation Program (NVLAP) and an American Industrial Hygiene Association (AIHA)-accredited laboratory for analysis. Some materials have multiple layers and were analyzed separately, as determined by the laboratory. A total of 360 bulk samples were collected from the survey area, and a total of 474 layers were analyzed by Polarized Light Microscopy (PLM). Bulk samples were analyzed by the EMSL Analytical, Inc. laboratory located in Charlotte, North Carolina, using PLM according to EPA Method 600/M4-82-020. The bulk samples were analyzed using PLM and were analyzed based on the number of distinct layers of materials associated with each bulk sample. For example, vinyl floor tile and the associated mastics are collected as one sample, but are analyzed as distinct layers by the laboratory. A description of the bulk sampled materials is presented in Tables 1 through 9 in Tables in Attachment 1. Positively identified ACM and assumed ACM are presented in Table 10 in the Tables in Attachment 1. Locations of the surveyed units are provided in the Site Plans in the Figures in the Attachment 2. Attachment 3 contains the analytical results for the survey area. Any material containing greater than one percent (>1%) of asbestos by PLM analysis is considered an ACM. If an overlapping HA is observed in other areas than those observed during the survey, the material should be assumed to be ACM. Based on assessment and PLM analysis of collected samples, the Surfacing Ceiling Texture observed in the parking deck of the Charlotte Observer Building, which was identified as Surfacing Ceiling Texture-2 in tables and laboratory data, is a non-ACM and is not the same HA as the ACM Surfacing Ceiling Texture that is The Charlotte Observer Asbestos Survey December 3, 2015 identified as Surfacing Ceiling Texture-1 in tables and laboratory data. The Surfacing Ceiling Texture within the building has been positively identified as ACM. Please note the drywall joint compound collected in the basement, was composited as a drywall system and found by PLM point count analysis to contain <1% Chrysotile and is therefore not considered an ACM. Other materials identified as <1% Chrysotile include stone wall caulk (first floor- lobby), CHWS (Chilled Water Supply) Blue 3” pipe elbow insulation layer (fifth floor-mechanical penthouse), 1-inch pipe insulation (basement tunnel-air handler room), and exterior window caulk (parking area). OSHA asbestos dust exposure regulations shall apply when these materials are disturbed by employees or contractors. Copies of the laboratory analytical report and corresponding chain-of-custody documents are provided as Attachment 3. Inspector and laboratory accreditations are provided as Attachment 4. Photographic documentation is provided in Attachment 5. Assumptions and Limitations are included as Attachment 6. Recommendations Prior to the anticipated demolition, Cardno ATC recommends abatement by removal of identified ACM. The abatement will require state and local permitting before removal is conducted. The management of the ACM, including abatement, air monitoring, and disposal should be conducted by qualified and properly licensed, certified, and permitted contractors prior to demolition. Because a demolition date has not been determined, the survey did not include assessment of suspect ACM on the roof, and no roof core sampling was conducted. The suspect ACM roofing materials will need to be assessed, or presumed to be ACM, and any identified or presumed ACM will need to be abated prior to demolition. During the assessment, multiple materials were observed as TSI pipe runs, elbows, T’s, which included gray and white powdery ACM, and non-ACM which included fiberglass, insulated foam glass (IFG), and woven fibers. Tested TSI materials as covers (wraps) for pipes were found to be non-ACM. Wrapped pipes with IFG insulation compared to those with ACM insulation were both found to be firm when touched by hand; however, the interior pipe insulation was observed by making a small cut into the material to determine if the insulation was IFG or the powdery ACM. Therefore, Cardno recommends that a NC Licensed Asbestos Inspector be present during the abatement of the TSI to verify ACM from non-ACM based on observation. Depending on the planned demolition methods and procedures, the presence of the non-ACM, non-friable exterior window caulk, with <1% asbestos, found on the exterior of the Charlotte Observer Building could present an exposure condition to demolition workers. For the interior materials that contain <1% asbestos, which includes the joint compound in the basement, the stone wall caulk in the first floor-lobby, the CHWS Blue 3” pipe elbow insulation layer that was seen in the fifth floor-mechanical penthouse, and the 1-inch pipe insulation that was seen in the basement tunnel-air handler room, which are considered non ACM, worker exposure regulations apply and considerations should be made to leave the materials in place undisturbed prior to demolition, or another option is to abate the materials prior to demolition. An Asbestos Permit Application and Notification for Demolition/Renovation should be submitted to the Health Hazards Control Branch of the NCDHHS-Division of Public Health in Raleigh, North Carolina. Please note that the application must be submitted at least 10 working days prior to abatement, demolition, or renovation activities. Because the demolition will occur in Mecklenburg County, submittal of a Mecklenburg County form (Air Quality, Land Use and Environmental Services Agency (LUESA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) Notification of Demolition and/or Renovation Form) is also required at least 10 working days prior to abatement, demolition or renovation activities. Due to the quantities and types of ACM present a project design, supervisory air monitoring, and abatement oversight will be necessary as part of the abatement process. The abated ACM will need to be placed in 6 mil plastic bags, be properly labeled, and be disposed at a properly licensed landfill that can accept asbestos waste materials. The landfill should provide a disposal receipt or certificate. The Charlotte Observer Asbestos Survey December 3, 2015 Contractors and employees working in the area planned for demolition/renovations should be made aware of the possibility that concealed ACM may also be found during demolition/renovation. The personnel should be advised not to disturb known or suspect ACM. Because a demolition date has not been determined, the survey did not include assessment of suspect ACM on the roof, and no roof core sampling was conducted. Due to large quantities of carpeting that exists at the site, there is the potential for the discovery of additional flooring material below the carpeting which will require assessment of suspect ACM and abatement of identified ACM prior to demolition activities. Concealed building materials discovered during maintenance or demolition activities, which are suspected to contain asbestos, should be sampled and analyzed to confirm the presence of asbestos prior to disturbing. Until then, such suspect materials should be treated as presumed ACM in accordance with 29 CFR 1926.1101 and 1910.1001. ATTACHMENT 6 ASSUMPTIONS AND LIMITATIONS The Charlotte Observer Asbestos Survey July 16, 2015 ASSUMPTIONS AND LIMITATIONS The results, findings, conclusions, and recommendations expressed in this report are based only on conditions that were noted during Cardno’s survey of the Charlotte Observer Building site at 600 South Tryon Street in Charlotte, North Carolina. The site survey area includes a warehouse, with address 620 South Poplar Street that is connected to the Charlotte Observer Building by a basement tunnel that crosses under South Church Street. The site was surveyed for ACM on June 17-20, 2015, June 29, July 1, and July 9, 2015. The selection of sample locations and frequency of sampling was based on Cardno’s observations and the assumption that like materials in the same area are homogeneous in content. ACM may exist in concealed areas that were not investigated or identified. Additional ACM may be present on site in inaccessible or concealed spaces. These spaces include, but are not limited to, pipe chases, spaces between wall/ceiling/door cavities, interior of mechanical components such as boiler cavities, interior ducts, areas beneath the foundation, etc. If future maintenance/renovation/demolition activities make these areas accessible, Cardno recommends that a thorough assessment of these spaces be conducted at that time to identify and confirm the presence or absence of additional ACM. Until then, such unidentified materials should be treated as assumed ACM in accordance with 40 CFR 763. The report is designed to aid the client in understanding the extent of ACM issues as they pertain to the planned renovation/demolition areas of the site building areas. Under no circumstances is the report to be utilized as a bidding document or as a project specification document since it does not have all the components required to serve as an Asbestos Abatement Project Design document or an Abatement Workplan.
