Answer Yes Explanation In addition to the experience described in Section E above, The City of Kinston has contracted with Mid-Atlantic Associates, Inc. (MAA) to serve as a technical resource for development and completion of the Brownfields Agreement. MAA has extensive experience with DEQ DWM regulatory programs and with the DEQ Brownfields Program. Darin McClure, P.E., MAA President, will serve as the primary contact for this project William Service, MAA Environmental Toxicologist, and Dan N;elsen, P.E .. MAA Project Manager, will provide and direct project technical support as needed. Both Mr. McClure and Mr. Nielsen have overseen successful completion of Brownfields agreements. MAA technical staff reporting to these gentlemen include staff, project and senior level geologists and engineers with experience on similar sijes. G. The City of Kinston would like to market this assemblage for redevelopment. Previous discussions have centered on bringing much needed grocery and retail to the area. However. the environmental condition of these and surrounding properties is an issue. The City has concerns about their liability for existing contamination, off-stte contamination, and the negative perception tt brings as they try to market it for redevelopment. The City feels this agreement and the NCDEQ's concurrence that it is safe for its proposed reuse would baa significant enhancement to help with the sale and successful redevelopment. The tax benefrts it offers to a propspective purchaser also allows the city to market that as a de-facto incentive package. E. In what way{s) is the redevelopment of the property difficulj or impossible without a brown fields agreement (attach any supporting dqcymenlafion such as letters form lending mstihJlions)? 10 Kinston is an economically challenged community that has a hard time attracting the type of redevelopment needed in this area. The negative perception and presence of contaminants only hinders our ability to market and sell this area and this property assemblage The City feels this agreement and the NC DE Q's concurrence that it is safe for its proposed reuse will be crucial for the City to gain interest from possible developers F. What are the planned use{s) of the redeveloped brownfields property to which the PD will commit? Be as specific as specific as possible The vision to date focuses on developing the property for mixed use of residence and shops, including a grocery store and pharmacy to an otherwise underserved area of Kinston. The inclusion of such suoooct fetters with this appliqa(,qn is recommended and encouraged.) The area surrounding the former shirt factory is seen as an underserved area of Kinston and the redevelopment plan will not only create jobs but hopefully bring a grocery store wijh better and healthier food options to the surrounding population. In a<ldmon to the grocery stare, the vision includes bringing a pharmacy to the area, providing access to medication to those without access to transportation. Any redevelopment of this assemblage, particulary with the uses identified ,n our vision, will bring added jobs to the cammunijy and add to the city's tax base. Special Note: Please describe all environment-friendly technologies and designs PD plans to utir,ze ·,nits redevelopment strategy. For example, environment friendly redevelopment plans could include Leadership in Energy and Environmental Design {LEED) Certification, green building materials; green landscaping techniques such as using drought resistant plants; energy efficient designs, materials, appliances, machinery, etc.; renewable sources of energy, and/or recycling/reuse of old building materials such as brick or woad. Because the actual developer has not been identffied, the PD is currently unsure of any environmentally-friendly techniques which will be utilized during the redevlopment plan. J. A $2,000 initial fee will be due from the applicant PD when both of the following occur: 1) NCBP receives this application and proposed brownfields agreement, AND 2) NCBP notifies the applicant in writing that the applicant PD and the project are eligible for participation in the NCBP and continued negotiation ofa brown fields agreement. b. A second fee of$6,000 will be due from the PD prior to execution of the brownfields agreement. Should the prospective developer choose to negotiate changes to the agreement that necessitate evaluation by the Department of Justice, additional fees shall apply. c. Any addendum/modifications to the BFA or NBP after they are in effect will result in an additional fee ofat least $1,000. d.
